Chief Financial Officer
The Summit Center is Western New York’s leading provider of evidence-based services for children and adults with autism and other developmental, social, and behavioral challenges. The Chief Financial Officer will provide overall supervision of all financial aspects of the organization, ensuring fiscal accountability and developing annual budgets, along with monitoring accounts payable and receivable.

Responsibilities
Personnel selection, supervision, and training of the Finance department. including purchasing, payroll, and billing functions
Select and orient qualified candidates for all staff positions that are direct reports
Provide a 6 and 12-month appraisal of new direct report employees, and annually thereafter
Ensure that all employees have a current job description and receive annual reviews
Provide regular (at least biweekly) supervision of direct reports for communication and ongoing training and evaluation
Assist the Director of Training to ensure that staff are well trained to meet the standards set by their position and the goals established by the agency
Maintain regular communication with staff directly and indirectly under their supervision
Participate as a member of the Executive, Senior, and General Leadership teams
Participate in leadership meetings
Participate in medium and long-range planning and engage in specific activities to meet agency goals
Actively participate in the development of a facilities master plan, continually updating and prioritizing needs in agreement with program requirements
Attend local, regional and state meetings relevant to duties (e.g., Strategic Alliance, Preschool Alliance); regularly summarizes and communicates information
In cooperation with the Chief Executive Officer, complete an annual report to the Board of Directors by October 1st of each year for the prior fiscal year
Actively participate in overarching agency evaluation
Evaluates program expansion and new development as needed to fulfill the mission of the agency
Ensure fiscal accountability
Develop the agency budget and present to the Chief Executive Officer, Executive Leadership team and the various committees of the Board of Directors as well as the full Board of Directors in June of each fiscal year
Regularly monitor the fiscal health of the agency by reviewing a summary of revenue and expenses and developing and preparing program analytics on a monthly basis, including unit reporting
Facilitate written and verbal communications and understanding of budget status with program leaders
Monitor financial health of the agency on a continual basis and bring concerns to the attention of the Chief Executive Officer and/or Executive leadership team
Prepare Internal Affairs Committee and Board Financial Reports, as well as all special report requests
Contract and monitor the annual Agency financial statement audit, Discovery Kids financial statement audit, and 401(k) audit
Oversee the preparation of the fiscal year and calendar year consolidated fiscal report (CFR) and benefit plan SS00's
Implement recommendations in any auditor's management letter
Ensure accounts payable are processed in a timely manner consistent with general accounting standards and responsible cash management
Negotiate Annual Line of Credit with the bank; manages LOC utilization
Negotiate and monitor insurance coverage and related premiums for Workmen's Compensation, property, causality, accidental, and professional liability
Work closely with program leadership to achieve accurate and current census projections and staff allocations
Respond to any requests from New York State Education Rate Setting Unit and monitor status of all interim, prospective, and reconciled rates
Ensure billing is processed in a timely manner consistent with general accounting standards and revenue recognition principles utilizing approved state issued rates
Prepare and Oversee process for annual compensation increases and any additional compensation distributions at year end
Oversee the administration of the accounting software and implementation of new modules
Oversee the administration of the behavioral pediatrics clinic including the front desk function, billing function and credentialing of providers
Supervise purchase process and ensure that purchasing procedures meet state and federal guidelines
Negotiate, maintain and draw on Fixed Asset LOC as necessary
Negotiate and maintain service agreements, lease purchase agreements, etc
Develop and monitor systems and processes to ensure cost reduction opportunities are utilized fully
Oversee the contract process, sign and/or review all agency contracts for appropriateness in accordance with state spending and agency budget guidelines
Prepares financial reports for the Executive Committee, Internal Affairs Committee, and the Operating Board of Directors
Coordinate and plan 401(k) investment committee meetings and communications
Oversee the preparation and coordination of financial materials for the Foundation Board, Discovery Kids Board, and Investment Committee meetings
Record the minutes of the Internal Affairs Committee meetings and the 401(k) investment committee meetings
Actively participate in the above Boards and committee meetings and decision-making process
Attend the Board of Directors' meeting, as requested by supervisor
Serve as a staff resource to all Committees and Boards of Directors of the agency
Provide financial and administrative support to Human Resources
Assist Human Resources Director and the Chief Executive Officer in the review and development of annual salary administration programs
Manage payroll administration (biweekly payroll, taxes, end of year reports)
Oversee ULTIPRO/UKG (Payroll/HR software) with the assistance of Human Resources
Monitor cost efficiencies of benefit packages and evaluate and make decisions with the Director of Human Resources and the Chief Executive Officer on the cost share of each annual contract
Supervise the HRIS manager and the implementation of new UGK modules purchased
Work with affiliated agencies to maintain administrative support
Develop, monitor, and maintain contracts between affiliated agencies
Provide financial advice and payroll/payable support to affiliated agencies

Qualification
Required
Certified Public Accountant or Master's degree in accounting or finance
Minimum of 10 years Financial Administration experience
Bachelors or better in Accounting or related field
Certified Public Accountant (CPA)
Preferred
Experience in a human service field such as education, health care, or related entity preferred
Masters or better in BUSINESS
