HIV/STD Prevention Contracts Coordinator

The North Carolina Department of Health and Human Services (DHHS) is one of the largest agencies in the state, responsible for ensuring the health and safety of North Carolinians. The HIV/STD Prevention Contracts Coordinator will manage and monitor contracts for HIV/STD prevention programs, ensuring compliance with standards and providing technical assistance to various partners.

Responsibilities

Monitor subrecipient agencies to ensure compliance with programmatic goals, objectives, and fiscal requirements
Ensure all contracts and agreement addenda are written to standard and submitted to the Division’s contracts office by required deadlines
Provide technical assistance and capacity-building support to local health departments, community-based organizations, and other funded partners on HIV/STD prevention strategies
Oversee program monitors’ contract submissions and deliver training to maintain compliance with state contracting rules and standards
Review and analyze program data and reports to evaluate performance and identify areas for improvement
Coordinate statewide HIV/STD prevention activities, including quality assurance initiatives and regional consultative services
Assist in the development of grant applications, program plans, and operational objectives in collaboration with internal staff and external partners
Prepare and submit required documentation, including budget award worksheets, contract approval forms, and progress reports
Lead special projects and assignments designated by the Unit Manager or as part of task forces and coalitions
Maintain knowledge of state and federal regulations, Open Windows contract management system, and relevant public health policies to ensure program compliance

Required

Bachelor's degree from an appropriately accredited institution and three (3) years of experience in the program related to the area of assignment; or an equivalent combination of education and experience
Expertise in public health contracting, program planning, and evaluation within the context of HIV/STD prevention
Ability to work independently in non-handicapped accessible areas

Preferred

Documented experience managing state-funded public health contracts using Open Windows or similar contract management systems with proficiency in compliance monitoring and documentation
Proven experience developing and implementing HIV/STD prevention program plans, including measurable objectives, operational strategies, and evaluation components aligned with federal and state guidelines
Hands-on experience analyzing programmatic and fiscal data to assess subrecipient performance, identify gaps, and produce actionable reports for quality improvement initiatives
Demonstrated experience delivering technical assistance and capacity-building training to diverse public health partners, including local health departments and community-based organizations, with measurable outcomes in program compliance
Experience preparing and submitting grant applications and associated deliverables for federal funding streams, including CDC cooperative agreements, ensuring adherence to application guidance and timelines
