Responsibilities

Direct, coordinate and supervise, directly or indirectly, all accounting office functions and personnel which includes payroll, accounts payable, cash accounting, cost, fixed assets, travel, general accounting and customer service data interfacing to the general ledger
Ensure financial policies are established and enforced in accordance with generally accepted accounting principles
Formulate and update Accounting Department policies and procedures. Effectively communicate policy changes throughout the organization in a manner that is understandable to non-accountants
Write, interpret, and apply internal policies and procedures, external laws, regulations and/or contracts for the accounting operation
Keep informed of changes in the accounting field including Governmental Accounting Board Pronouncements, Statements, and Implementation Guides
Ensure all established schedules/deadlines are met including frequent staff meetings
Responsible for the investment of CWS funds and initiating the transfers of money between accounts
Determine short and long-range objectives for the Accounting Department. Ensure they are consistent with the organization’s objectives
Develop an annual budget for efficient operation of the department
Coordinate and direct the preparation of monthly and annual financial reports, financial analyses and general ledger reconciliations. Review the financial statements for accuracy
Ensure performance reviews are timely
Direct the Accounting part of the planning, design, and implementation of complex accounting information systems and enhancements such as Enterprise Resource Planning (ERP), customer service, payroll & inventory
Regular attendance is required
Job performance must conform to all CWS policies and procedures
Participate in appropriate organizations and attend seminars, workshops, etc
Advise the Chief Financial Officer of department operations
Ensure detailed written SOIs and checklists are reviewed and tested for department
Perform other related duties as assigned

Required

B.S. degree in Accounting or Business Administration with a concentration in Accounting and seven years (7) years of increasingly responsible experience (preferably in the utility field) with at least three (3) years in a supervisory capacity
Experience must be progressively responsible and diverse accounting experience in which a broad exposure to all areas of accounting and accounting principles, practices and procedures was acquired with at least three (3) years in a supervisory capacity
Extensive knowledge of generally accepted accounting principles
Advanced knowledge of ERP systems, automated payroll systems, inventory, utility customer service systems, job order cost system, and advanced spreadsheet software programs
Possess analytical and problem-solving skills
Ability to work and communicate effectively with all levels of management
Prior work record indicating dependability and conscientiousness
