Program Manager I, GPD
Veterans Village of San Diego has been serving veterans for over 40 years. The Program Manager I is responsible for supporting the overall management and daily operations of a nonprofit transitional housing program funded through the VA Grant and Per Diem (GPD) Program, ensuring high-quality, compliance, and trauma-informed services for veterans experiencing homelessness.

Responsibilities
Assist in overseeing daily operations of the transitional housing program to ensure safe, effective, and client-centered service delivery
Conduct routine health, safety, and facility inspections to ensure compliance with VA GPD standards, licensing requirements, and organizational policies
Monitor program compliance through regular client file audits, documentation reviews, and adherence to reporting requirements
Ensure accurate and timely completion of required documentation, data entry, and reports in accordance with VA GPD guidelines
Support program monitoring visits, audits, and corrective action plans as needed
Provide direct supervision and oversight of Case Managers and AOD Interns
Conduct weekly individual supervision sessions focused on performance, professional development, clinical support, and documentation compliance
Assist with recruitment, hiring, onboarding, training, and retention of program staff
Develop staff schedules and oversee payroll submission to ensure adequate program coverage
Support the Site Director in addressing performance concerns, coaching staff, and implementing disciplinary actions in accordance with organizational policies
Support the delivery of trauma-informed, recovery-oriented, and veteran-centered services
Assist with screening, assessment, and intake of applicants for residential services, ensuring eligibility and appropriateness for placement
Facilitate crisis intervention and de-escalation with residents and staff, coordinating with clinical leadership and external partners as needed
Provide temporary coverage for case management duties and maintain a small caseload of up to five (5) clients when required
Collaborate with Case Managers to ensure individualized service plans support housing stability, recovery, and self-sufficiency
Support program development, implementation, and continuous quality improvement initiatives
Assist in evaluating program outcomes and identifying opportunities for improvement
Contribute to the development, revision, and implementation of client-centered policies and procedures
Participate in interdisciplinary team meetings, clinical case conferences, and operations meetings
Serve as a liaison between program staff, leadership, and external partners when appropriate
Communicate effectively with staff at all levels to ensure consistent understanding of program expectations and goals

Qualification
Required
Bachelor's degree in human services, Social Work, Psychology, or a related field
Experience working with veterans, VA-funded programs, or GPD-funded services
Minimum of 2–5 years of experience in a residential treatment, transitional housing, or related human services setting
Demonstrated experience supervising staff or providing lead-level support
Strong organizational, documentation, and time-management skills
Proficiency in Microsoft Office (Word, Excel, Outlook) and electronic data management systems
Ability to communicate effectively with diverse populations, including individuals experiencing homelessness and substance use disorders
Ability to work in a busy, residential environment may include noise and frequent activity
Ability to sit for extended periods while working at a computer
Ability to bend, lift, and carry light objects
Manual dexterity sufficient to operate a computer keyboard and office equipment
Ability to speak, read, and understand English
Ability to respond appropriately to crisis situations
