Information Technology Specialist V (Cybersecurity) - Oahu
The Hawai`i State Judiciary is seeking an Information Technology Specialist V focused on cybersecurity operations and risk mitigation. The role involves senior level technical planning, implementation, and support of cybersecurity functions to ensure the security of the Judiciary’s infrastructure and network.

Responsibilities
Focus primarily on cybersecurity operations, risk mitigation, and ensuring the security of the Judiciary’s infrastructure and network
Conduct cybersecurity analysis and planning, secure architecture design, and implement security measures
Develop security project plans, conduct vulnerability assessments, and coordinate mitigation strategies
Design and deploy secure infrastructure aligned with standards such as CJIS, NIST CSF, PCI DSS
Support system upgrades and migrations, and train users and staff on cybersecurity best practices
Monitor security logs and alerts, manage system security configurations, administer identity and access controls, and apply encryption and endpoint protection
Maintain up-to-date cybersecurity documentation and standard operating procedures to support the Judiciary’s ongoing security posture
Qualification
Required
Graduation from an accredited college or university with a Bachelor's degree
Three and one-half (3½) years of progressively responsible professional work experience in information technology which involved the analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, web or network infrastructure equipment
Demonstrated knowledge and understanding of information technology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and/or mainframe operating systems
At least 2 years of experience conducting cybersecurity analysis which involved the application of cybersecurity first principles (Confidential, Integrity, Availability) on enterprise systems (hardware and software)
Ability to write clear and comprehensive reports and other documents
Ability to read and interpret complex written material
Ability to solve complex problems logically and systematically
Demonstration of supervisory aptitude through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects
Preferred
Possession of a bachelor's degree from an accredited college or university in computer science or in another major which included completion of course work comparable to a major in computer science may be substituted for six (6) months of the required Specialized Experience
Partial completion of a master's degree program in computer science from an accredited college or university may be substituted on a month-for-month basis up to a maximum of one (1) year for the required Specialized Experience
Possession of a master's degree in computer science from an accredited college or university may be substituted for one and one-half (1½) years of the required Specialized Experience
Possession of a Ph.D. in computer science from an accredited college or university may be substituted for two and one-half (2½) years of the required Specialized Experience
