DIRECTOR, PLANNING AND LOCAL MANAGEMENT (Program Manager Senior I)
The State of Maryland is seeking a Director of Strategic Planning and Local Plan Integration for the Behavioral Health Administration. This leadership role involves aligning strategic goals with execution across divisions, driving the planning cycle, and ensuring compliance with administrative awards and grants.

Responsibilities
Drive the planning cycle and translate high-level strategy into actionable local initiatives
Establish performance metrics and oversee the compliance and effectiveness of all administrative awards, grants, and contractual obligations tied to local plans
Respond to the Deputy Secretary/Chief of Operations/Secretary of MDH and other BHA Directors’ needs for information about and from the LBHAs/CSAs/LAAs and budgetary issues
Qualification
Required
Bachelor's degree from an accredited college or university
Six years of health or human services administrative or professional experience, including three years at a supervisory or managerial level
A Master's degree from an accredited college or university will substitute for one year of the general experience
A Doctorate will substitute for two years of the general experience
Additional experience will substitute on a year-for-year basis for the college degree
Preferred
Extensive professional experience (approximately 6-8 years) in health policy, large scale grant management, and/or behavioral health system planning within a state
Significant experience, typically 5+ years, supervising managers and professional staff
Deep understanding of the behavioral health continuum of care and payment systems
Demonstrated ability/experience analyzing and drafting complex legislative reports and preparing executive-level policy briefs under tight deadlines
