Responsibilities

Plans and manages SPSA’s operations including regional landfill, transportation, transfer stations, tire processing facility and fleet maintenance departments
Selects, trains, supervises, and evaluates assigned personnel
Participates in corporate policy development and the formulation and implementation of strategic plans as a member of the Executive Team
Ensures adequate resources for all SPSA operations and oversees the maintenance of the hauling fleet and equipment
Provides timely and accurate oral and written reports and information about plans, progress, and problems
As a member of the Executive Team, participates in corporate policy development and the formulation and implementation of strategic plans. Reviews recommendations concerning policy changes and assists in analyzing the impact the change will have on the operational cost, efficiency, and revenue of SPSA
Hires, supervises, motivates, disciplines, and evaluates the performance of assigned staff
Directs staff in the development of division goals and objectives that help achieve SPSA’s overall mission
Oversees administrative matters such as managing contracts, conducting special studies, preparing routine or special reports
Maintains open and effective communications with all SPSA departments to ensure coordinated operations
Ensures SPSA’S operations conform to federal, state, and local laws and regulations
Monitors the expenditure of budget funds for compliance with operational plans and SPSA policies while ensuring budget authorized levels are not exceeded. Reviews requests for budget transfers and recommends action for review and approval by the Executive Director
Provides guidance to Operations staff in the preparation of division operating and capital budgets. Reviews capital budget expenditure requests and recommends the timing and method of funding projects based on an economic cost analysis of each project
Assists the Executive Director in the development of SPSA’s operating and capital budgets and presenting the budgets to the SPSA Board of Directors
Performs other duties as required or assigned
Participates in corporate policy development, formulation, and implementation of strategic plans and decision-making to impact achievement of SPSA's objectives through effective teamwork and collaboration
Weighs SPSA’s long range requirements and its short-term challenges to develop a comprehensive plan for serving our member communities. Proposes innovative solutions to old and new challenges
Communicates effectively with SPSA’s Board of Directors. Offers expertise and guidance to the Board to make informed business decisions
Collaborates effectively with SPSA’s executive team, management, and staff in responding to questions and resolving concerns
Demonstrates effective management skills, selects, trains, develops, motivates, and evaluates the performance of assigned personnel to achieve established objectives
Fosters a positive team atmosphere by exhibiting fairness, personal commitment, and dedication to the department. Inspires employees to consistently produce outstanding work and provide exceptional customer service
Sets performance expectations with managers and staff. Provides timely performance feedback, both written and verbal. Ensures staff and management job descriptions are up-to-date and reflect current duties, qualifications, and requirements
Maintains clear and concise communication and courteous, professional relationships with SPSA employees at all levels as well as government officials, vendors, member community representatives, and customers
Attends regular SPSA leadership meetings, monthly Board meetings, and presents updates to the Board on areas of responsibility upon request
Exhibits skill in interpersonal relations and the exercise of good judgment and discretion to work effectively with people of diverse backgrounds and experience levels
Demonstrates work behaviors that reflect commitment to SPSA’s mission, vision, and shared values in daily actions, service, appearance, and attitude. Represents the organization in a manner which demonstrates pride, competence, integrity, and professionalism
Ensures compliance with SPSA operational and employment policies, procedures, standards, and safety requirements. Maintains required training, licenses, and attends or provides safety training as required
Acts as a steward of SPSA’s resources and services. Takes ownership and accountability for areas of responsibility. Acts with a sense of duty, integrity and follow through to demonstrate commitment and maintain high standards of dependability

Required

Master's degree in business administration, public administration, operations management or related discipline
10 years of progressively responsible managerial experience in a solid waste operations environment or municipal/county government, including at least three years of department head level experience in a solid waste disposal system
Valid Virginia driver's license and safe driving record required to operate SPSA owned or leased vehicles
Comprehensive knowledge of general business management, organizational dynamics, team building, and customer service principles and best practices
Excellent interpersonal relations skills and ability to exercise good judgment and discretion to interact effectively with employees, vendors, customers, member communities, and the general public
Knowledge of public sector management policies and procedures and solid waste industry environmental regulations and requirements
Thorough knowledge of local, state, and federal regulations and licensing requirements relating to the proper receiving, transporting, processing, and disposing of solid waste
Thorough knowledge of management, budgeting, purchasing and financial practices and procedures necessary to direct the operations of multiple and diverse operational divisions, in the preparation and administering of capital improvement budgets
Thorough knowledge of the operation, repair, maintenance, and acquisition of heavy over and off the road trucks and earthmoving equipment
Skill in preparing, administering, and monitoring large and complex operating and capital improvement budgets
Knowledge of procedures, laws and regulations required to purchase equipment, goods, and services
Knowledge of risk management strategies and procedures for addressing business risks
Knowledge of emergency response procedures and ability to respond effectively
Thorough knowledge of people management principles and practices necessary to lead, manage, supervise, and motivate employees to higher levels of performance
Ability to analyze overall agency operations and to participate in the development of short- and long-term strategic management plans
