Responsibilities

Administers the district highway construction program according to established policy and procedures so that the maximum amount of work is completed with the minimum amount of financial and manpower resources
Interprets the plans and specifications of all projects to properly supervise construction and completes final inspection of completed work
Resolves problems that arise because of construction activity
Establishes and maintains construction records to ensure a proper audit upon completion of the work and proper reimbursement to the state from the Federal Highway Administration (FHWA)
Formulates the construction operating budget to ensure adequate funding of all district construction operations
Ensures that projects remain within their scope, schedule, and budget
Ensures that staff understands and follow all work zone traffic control standards and requirements
Ensures that staff performs duties in accordance with the departmental safety rules, practices, and programs. Performs all duties in a manner conducive to the fair and equitable treatment of all employees
Performs other duties as assigned

Qualification

Required

Current registration as a Licensed Professional Engineer in the state of Illinois
Eight years of experience in civil engineering including three years supervising staff and managing engineering functions
Requires a valid driver's license
Requires overtime
Requires overnight travel
Requires successful completion of a background screening

Preferred

Ten years of experience in the practice of civil engineering of which at least six years should be in the highway construction engineering, four years of which should include the planning and supervision of significant engineering work
Extensive knowledge of the principles and practices of civil engineering with special emphasis on construction activities
Requires the ability to supervise a staff engaged in field functions
Ability to maintain cooperative relationships with departmental and industry staff and the public
Good oral and written communication skills
