Senior Program Manager
Louisville Metro Government is seeking a Senior Program Manager to evaluate, assess, and supervise federal, state, and local grants management. The role involves writing policies, setting measures and metrics, and engaging in the evaluation of the effectiveness of grant programming.

Responsibilities
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals
Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed
Reviews and masters federal and state laws and regulations that govern our funding streams and programmatic efforts
Provides technical assistance and instruction to contractors, service providers and the community concerning programs and services and to solve problems
Conducts research on other workforce programs across the country to benchmark Metro efforts against the nation’s best and to help design cutting-edge, effective programs
Manages the development of relationships with contractors, evaluation and monitoring of the delivery of service, providing advice and consultation to increase performance and implementation of contract modifications
Reviews requests for services, bid specifications, scoring criteria for bid evaluations and coordinates bid selection
Designs programmatic initiatives that can be accomplished through the work of contractors
Drafts Requests for Proposals (RFPs) and reviews criteria that will articulate what is desired
Guides the Board in the selection of contractors, and drafts and negotiates contracts with chosen contractors that will maximize the chance of achieving those goals
Designs and monitors key performance metrics for contractors to maintain a 'continuous improvement' approach to their work, and initiates corrective action procedures if contractor performance consistently fails to meet pre-established benchmarks
Conceives, drafts and submits grant proposals for new funding to federal, state, city and philanthropic sources to launch new efforts or expand existing ones that are consistent with the broad goals laid out by the Board
Prepares grant funding reports and budgets, and monitors expenditures for compliance with local, legislative, and funder guidelines
Reviews, negotiates, and prepares MOUs and Resource Sharing Agreements with state partners, as well as with required partners and others who wish to partner with our system
Represents organization to state agencies and other public and private funding sources and communicates with representatives on program implementation, funding options, laws and regulations that govern specific program / other issues as appropriate
Represents the organization to the public to coordinate, explain and discuss programs and services
Performs related work as assigned
Qualification
Required
Master's Degree in Human Services, Public Administration, Financial Management or related discipline
Five (5) years of workforce programs, contract/grant management or related experience or an equivalent combination of education, training and experience
Must possess and maintain a valid state driver's license with an acceptable driving history
