SCADA Systems Analyst - City
City of Oklahoma City is looking for a SCADA Systems Analyst to support their Utilities Department. The role involves providing SCADA support and programming, managing system accounts, and acting as a technical expert between the department and vendors.

Responsibilities
Performing highly skilled work in the areas of planning, design, implementation, testing, operation, documentation, security, troubleshooting, and hardware/software maintenance of the department’s SCADA systems
Negotiating and making decisions on behalf of the department as it relates to enforcing the department’s SCADA Policies and Procedures
Managing SCADA system accounts
Performing periodic audits and reviewing the Industrial Control System (ICS) events
Implementing a contingency plan for the ICS addressing contingency roles
Serving as a technical expert between department and outside vendors
Acting as project manager on IT and SCADA related projects
Qualification
Required
Knowledge of computer hardware and software systems
Knowledge of computer resource material
Knowledge of current systems hardware and software applications
Knowledge of networking and wireless communication
Knowledge of PLC programming
Skill conveying technical information, both verbally and in writing, in a clear and understandable form to users
Skill designing, implementing, and evaluating systems and applications
Skill in preparing and analyzing systems documentation and test data
Ability to independently investigate and resolve matters of significance on behalf of management
Ability to manage multiple projects and support current infrastructure simultaneously
Ability to operate peripheral computer equipment such as printers, keyboards, etc
Ability to regularly and customarily exercise discretion and independent judgment in making significant business decisions
Ability and willingness to establish and maintain effective working relationships
Ability and willingness to make work related decisions and assume responsibility for decisions made
Possession of a valid Driver License (Operator)
Preferred
Possession of a bachelor's degree in IT, Business, or related field, plus five (5) years of equivalent work experience managing support for business-critical Industrial Control Systems and support teams providing services to medium- to large-size enterprises
Experience analyzing technical data and communicating information to non-technical personnel
Possession of a DEQ Class D Water & Wastewater Operator License, or the ability to obtain one within six (6) months from the date of hire/promotion/transfer/demotion
Experience auditing environments built using NIST 800-82 framework
