Public Health Program Associate 2
The Commonwealth of Pennsylvania is seeking a highly motivated Public Health Program Associate 2 to join the Pennsylvania Insurance Department, Bureau of Managed Care. This role involves reviewing provider contracts and ensuring compliance with health regulations, as well as coordinating with teams to conduct reviews and analyze program activities.

Responsibilities
Prepare certificate of authority applications for review, submitted by health maintenance organizations (HMOs) for licensure in Pennsylvania to ensure compliance with applicable laws, regulations, statements of policy and guidelines
Respond to questions by collaborating with the team, researching, and reviewing existing documentation and communicating application deficiencies verbally and in writing to applicants
Recommend and assist in creating technical advice to entities, agencies and individuals seeking information on Department of Health and Insurance Department rules and regulations regarding licensure of managed care plans
Coordinate with the team to conduct off-site and/or on-site reviews of health plan applicants as needed to verify operational readiness and obtain a license
Review service area and expansion requests seeking to operate in new geographic regions
Prepare summarized reports for team to analyze for compliance with state and federal laws
Coordinate with other bureaus within the Department on necessary corrective action
Participate in special projects relating to managed care
Develop data collection methods to report and monitor program activities and analyze data to determine if the service provider meets program requirements
Qualification
Required
One year as a Public Health Program Associate 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
A bachelor's degree and one year of professional experience in the development, analysis, or monitoring of programs, grants, or contracts in health, human services, social or behavioral services, health care services, or health insurance; or
An equivalent combination of experience and training
You must meet the PA residency requirement
