Program Analyst
DLA Careers is seeking a Program Analyst to provide management advice and propose solutions to complex program issues. The role involves analyzing program operations, conducting studies, and making recommendations to improve effectiveness and efficiency in DLA organizations.

Responsibilities
Provides management advice, identifying and proposing solutions to difficult DLA program issues
Analyzes highly complex issues related to program analysis, productivity and productivity improvement, and long-range planning
Conducts studies, analyzes findings and makes recommendations on substantive operating programs involving primary missions of DLA organizations
Performs non-financial audits of program and administrative records to determine compliance with agency program and administrative policies and regulations, to assess staff utilization, and to evaluate effectiveness of program administration
Develops new or modified guidelines and procedures for administering program services and automating work processes for the conduct of program operations
Prepares project papers, staff reports and delivers training and briefings on assigned programs to encourage understanding and acceptance of findings and recommendations

To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector
Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement
Creditable specialized experience includes conducting studies, analyzing findings and making recommendations on ways to improve the effectiveness and efficiency of program operations
Creditable specialized experience includes assisting with the development of new or modified guidelines and procedures for administering program services
Creditable specialized experience includes advising management on program issues and recommending courses of action; providing training related to established policies and practices
