Employee Benefits Supervisor - Human Resources

The Town of East Hampton is seeking an Employee Benefits Supervisor in Human Resources. This role involves managing employee health benefits, conducting exit interviews, and overseeing workers' compensation and FMLA processes.

Responsibilities

Health Benefits Administrator:
Enroll employees in the Town’s NYSHIP and CSEA Dental and Vision insurance
Review monthly NYSHIP health care coverage bill and reconciliation reports; work with the accounting department to make any updates or adjustments necessary
Review all updated HBA memos and email the same to appropriate employees/supervisors/accounting
Create and submit monthly Affordable Care Act reports
Conduct employee exit interviews and provide information to employees separating from employment including:
New York State and Local Retirement System information
Retiree health care and dental and vision enrollment
Provide employees with DOL Employment Verification, New York State Deferred Compensation, and COBRA forms as applicable
Determine and discuss employees’ Medicare eligibility upon retirement; contact Medicare and/or SSA Office to set up Part B enrollment, if necessary; email exit interview forms to the payroll and accounting departments
Respond to questions from retirees regarding changing health care coverage, dental and vision coverage, enrollment in Medicare; keep updated files of retirees’ Medicare Part B cards and statements and send to the accounting department
Report workplace accidents and maintain workers’ compensation files:
Complete and submit accident reports
Follow up with all indicated reporting including direct workers compensation pay and coordinate concurrent FMLA leave
Complete and submit yearly OSHA/PESH report
Follow up on direct WC pay and impact on health care and dental and vision contributions
Provide FMLA paperwork; contact employees, complete paperwork and follow up with an FMLA designation form; calculate leave time and work with department heads to establish correct accrual usage for leave; review leave status with payroll
Maintain FMCSA (Federal Motor Carrier Safety Administration)/Department of Transportation database and add new enrollees into the system; monitor licensing for CDL drivers
Oversee the required drug and alcohol testing for CDL drivers
Do related work as required

Required

graduation from a college with federally authorized accreditation or registration by NY State with a bachelor's degree, and three (3) years of supervisory or administrative experience in an administrative unit performing comprehensive employee benefit functions
graduation from a standard senior high school or possession of a high school equivalency diploma, and seven (7) years of experience as described in a); or c) an equivalent combination of education and experience as defined by the limits of a) and b)
