Systems Analyst

The State of Maine is seeking an experienced Systems Analyst to join the Office of Information Technology. This role involves analyzing business problems, documenting functional requirements, and participating in system design reviews to support technology services for State Government.

Responsibilities

Analyzes business problems and operations in depth, considering the available tools and security requirements of MaineIT to capture and document functional requirements for a proposed system
Prepares documents of understanding, at various technical levels and detailed specifications in order to identify system design requirements
Participates in reviews and walk-throughs of functional requirements, system design, program specifications, coding, test plans and results, and documentation packages in order to minimize system problems and assure quality control
Performs special projects as assigned in order to respond to special needs or develop procedures and standards to control system development process

Required

A four (4) year combination of higher level programming and or systems analysis and design experience
A Master's Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience
Knowledge of all phases of the project development cycle
Knowledge of systems analysis and design techniques
Knowledge of documentation needs and techniques
Ability to establish and maintain effective working relationships
Ability to communicate effectively both verbally and written
