City Attorney
The International City/County Management Association (ICMA) is seeking a City Attorney for the City of Manassas, a growing independent city in Virginia. The City Attorney will serve as the chief legal counsel for the City government, providing legal advice and guidance to the City Council, City Manager, and various departments while managing complex legal issues related to municipal law.

Responsibilities
Serve as chief legal counsel for the City government and provide legal advice and guidance to the City Council, City Manager, and City departments
Prepare ordinances, regulations, contracts, and other legal documents, ensuring compliance with local, state, and federal law
Resolve legal questions arising during the development and implementation of City projects and programs, providing legal opinions and advice as requested
Manage and coordinate outside legal services when specialized expertise is needed
Represent the City in a positive and influential manner, supporting City goals and initiatives
Communicate effectively with coworkers, management, elected officials, and the general public
Demonstrate excellent interpersonal skills and awareness of controversial and/or sensitive issues
Display leadership with high initiative and commitment to promoting an ethical, fair, and positive team
Facilitate consensus and be a strategic thinker and problem-solver
Assess current and future needs of the City and devise and implement plans to manage change
Qualification
Required
Graduation from an accredited law school with a Juris Doctorate degree followed by admission to the Virginia State Bar is required
Minimum of seven to ten years of progressively responsible related experience in all aspects of municipal law, such as that gained as a City/County Attorney or Assistant City/County Attorney
Senior supervisory experience
Strong communication skills, both verbal and written
Ability to communicate complex legal issues to a variety of audiences in a clear, comprehensive and effective manner
Highly organized, with excellent follow-through without being prompted
Superior research skills and ability to shift gears between projects by rapidly multitasking
Extensive experience making analytical and reasoned judgments on issues of public sensibility
Proficient with personal computers and ability to coordinate technology applications pertinent to the Department's operations and management systems
Ability to work with elected officials on complex legal and policy issues in a setting where different objectives and/or adversarial viewpoints may exist
Ability to accept constructive criticism and implement needed changes where identified by the City Council
Demonstrated record or knowledge of planning, developing, organizing, implementing and coordinating budgets and financial activities of a municipal department
Demonstrated significant experience in successfully managing a government or private sector office with considerable knowledge of municipal laws, statutes and policies
Ability to stay current on legal trends and issues pertaining to the City and maintain a network of peers that can be called upon to advise the City on specialized areas of law
Thorough knowledge of administrative practices, laws and regulations relating to local government operations
Ability to develop and maintain good public relations with the City Council, City Manager, City staff, and the City's elected and appointed officials
Ability to motivate staff to reach higher levels of performance through effort and example
Ability to maintain highly confidential information
Preferred
Understanding of the Council-Manager form of government and the dual role of counsel to both the City Manager and City Council
Experience as a successful City/County Attorney, or Assistant City/County Attorney
Experience in an organization recognized for excellent customer service and continuous improvement
Ability to respond to last minute changes in legislation, sometimes as the City Council is deliberating during a public meeting
Ability to communicate with various customers, groups and agencies openly
Creative, visionary; a big picture person related to City issues; able to ‘think outside the box'
