Cloud Database Architect

Responsibilities
Leads enterprise data architecture initiatives that directly support CTO strategic projects. Responsibilities include defining, designing, and delivering hybrid database solutions that span both on-premises Oracle environments (such as RAC and Exadata) and cloud-based databases. The Architect oversees studies, develops roadmaps, and provides recommendations for database modernization, migration, and optimization. Additionally, this role is responsible for developing logical and physical data models, optimizing database performance, and offering technical and data architecture leadership across the organization
Leads complex database projects that involve collaboration with agency systems, external vendors, and cloud service providers. In this capacity, the Architect is responsible for designing and implementing data architectures that are not only scalable and secure but also compliant with regulatory requirements across both hybrid and cloud environments. Additionally, the role involves establishing and enforcing robust database governance, as well as developing and upholding standards and best practices to ensure the integrity and efficiency of the agency’s data platforms
Responsible for designing, implementing, and administering databases across a range of environments, including cloud platforms such as AWS, Azure, Oracle Cloud, and Google Cloud Platform, as well as hybrid configurations. They implement robust solutions for data replication, disaster recovery, backup, monitoring, and high availability, utilizing technologies like RAC, Data Guard, GoldenGate, and equivalent cloud-native tools. Additionally, they ensure that all architectures are cost-effective, resilient, and consistently aligned with business service level agreements (SLAs)
Leads solution implementations by focusing on query optimization, schema refactoring, migration planning, and troubleshooting. They oversee critical activities such as testing, managing cutover and migration events, and documenting enterprise database platforms to ensure accuracy and continuity. Additionally, the Architect collaborates closely with application teams to guarantee seamless integration across systems, supporting the organization’s enterprise data strategy and operational objectives
Responsible for evaluating the current state of the agency’s enterprise database systems in comparison to the desired future state, pinpointing any gaps, and recommending strategies to address them. Additionally, the Architect conducts cost-benefit and feasibility analyses to support IT planning and provide justification for proposed initiatives, ensuring that decisions are both strategic and financially sound
In addition to other responsibilities, the Architect mentors and trains staff on various database platforms, cloud services, and integrating analytics solutions. This role also actively promotes best practices for managing and operating databases in both hybrid and cloud environments
Performs other responsibilities as needed to advance the agency’s enterprise data modernization strategy, ensuring flexibility and comprehensive support for evolving organizational priorities
Qualification
Required
Minimum 12 years of experience in enterprise database environments, including on-premises and cloud-based platforms
At least 4 years of experience in a formal database architect role, including solution design, integration, and optimization
Knowledge of data governance, privacy, and security compliance (HIPAA, FERPA, CJIS, or equivalent standards)
Knowledge of NoSQL and distributed databases (e.g., MongoDB, Cassandra, Cosmos DB)
Knowledge of DevOps/DataOps practices, CI/CD for databases, and Infrastructure as Code (Terraform, CloudFormation)
Knowledge of AI/ML data pipelines or advanced analytics integration
Knowledge of the limitations and capabilities of computer systems, the techniques used in the design of non-automated systems, information technology equipment, applicable programming languages, computer hardware and software, computer operating systems, writing program code, and automated mapping
Hands-on skills with enterprise relational database systems (e.g., Oracle, SQL Server, PostgreSQL, MySQL) and cloud-native databases (e.g., AWS RDS, Azure SQL, Google Cloud SQL/BigQuery)
Strong skills in data modeling (conceptual, logical, and physical), ER diagrams, and schema design
Skilled in database performance tuning, query optimization, partitioning, indexing, and scalability design
Skilled with backup/recovery, high availability, clustering, and disaster recovery strategies
Strong project leadership, communication, and collaboration skills with both technical and non-technical stakeholders
Skilled with enterprise data warehouses, data lakes, and big data platforms
Skilled with ETL/ELT tools, data pipelines, and real-time data integration
Skills in scripting and automation (Python, PowerShell, or Bash)
Skills in training and mentoring teams on database technologies and best practices
Skill in solving problems; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems
Ability to analyze systems and procedures, to write and revise standards and procedures, and to communicate effectively
Ability to oversee and/or supervise the work of others
Preferred
Graduation from a college or university with a Bachelor of Science (BS) or Bachelor of Administration (BA) in Computer Science, Information Systems, or a related field is preferred. Experience may be substituted on a year-for-year basis
