Management Analyst V
The Texas Alcoholic Beverage Commission is seeking a Management Analyst V to perform advanced professional organizational and policy analysis work. This role involves overseeing organizational studies, ensuring compliance with regulations, and developing solutions to complex issues within the agency.

Responsibilities
Assists enforcement leadership in conducting statewide internal quality assurance inspections
Conducts semi-annual inspections of equipment, records, office spaces, evidence rooms, and other areas within the enforcement division to ensure adherence to commission rules, policies, and procedures
Identifies best practices and areas needing improvement and provides recommendations to management
Coordinates, designs, evaluates, recommends, and approves changes to forms and reports within the Enforcement division
Manages and ensures the agency Criminal Justice Information Service (CJIS) requirements are in compliance with all agency and contract personnel, as required
Coordinates and tracks fingerprinting, training, and other required documentation
Maintains compliance with various CJIS-related information systems and responds to agency audits
Coordinates, reviews, and evaluates confidential and sensitive data life cycle, including the collection, storage, use, transfer, retention, and destruction of information
Maintains and manages all aspects of databases external to the agency with an enforcement nexus
Creates and deletes accounts as required and resets passwords for agency personnel
Tracks agency participation in state and federal asset forfeiture and equitable sharing programs
Develops solutions to highly complex organizational issues and concerns, develop organizational change strategies and plans, and conduct training for their implementation
Gathers, organizes, and analyzes information on structures, processes, and programs, and develops solutions and alternative practices to be more effective or efficient
Facilitates execution of goals and objectives for assigned projects and develops work products
Advises management on agency studies by identifying priorities and defining study scope, purpose, objectives, timeframes, and resource requirements
Assists the COOP Coordinator with developing the COOP Plan and exercises related to reports to be filed with the State Office of Risk Management (SORM)
Works with the COOP Coordinator and leadership to ensure the organization maintains a viable and effective continuity capability; and
Coordinates overall continuity activities within the organization to include those activities enabling the performance of essential functions during a continuity situation
Ensures that organization leadership and continuity personnel are properly trained, and facilities are equipped as necessary
Executes tests, training, and exercises, corrective action planning, and long-term planning efforts
Develops various written reports and presentations to propose changes, communicate analytical results, and communicate the status of efforts for internal and/or external stakeholders
Reviews comprehensive technical records and reports that present and interpret data, identifies alternatives, and provides recommendations
Reviews and evaluates recommendations for improvement and corrective action to standardize or improve organizational systems
Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated
Develops operations and business procedures manuals within the enforcement division
May supervise the work of others and performs other duties as assigned
Qualification
Required
Graduation from an accredited four-year college or university with major coursework in business administration, political science, marketing, or a relevant field
Eight (8) years of full-time work experience, in analyzing work problems, interpreting complex material, or planning, organizing, and coordinating requirements for program operations where a wide range of demands are involved is required
Possess a valid Texas Driver's License
Preferred
Advanced Texas Peace Officer License by the Texas Commission on Law Enforcement
