The Palestinian American Medical Association (PAMA) is a nonprofit organization dedicated to addressing critical healthcare needs in Palestine. They are seeking a strategic and mission-driven Chief Financial Officer to safeguard PAMA's financial integrity and provide leadership in accounting, budgeting, compliance, audit, and risk management.

Non-profit Organization Management

Responsibilities

Advise the Executive Director and Board Finance Committee on long-term financial projections, sustainability, and resource planning
Oversee all U.S. headquarters accounting operations (U.S. GAAP), including monthly and annual closes, payroll via Gusto, and multi-currency reporting
Ensure 100% compliance with IRS 501(c)(3) regulations, state charitable solicitation registrations, and international frameworks (UN/USAID)
Lead the annual budgeting process and provide accurate Budget vs. Actual (BvA) reporting to management and the Board
Manage organizational liquidity, international fund transfers to the Palestine office, and maintain a formal Risk Register to mitigate operational and financial hazards
Serve as the primary liaison for external audits and ensure the timely filing of IRS Form 990 and other regulatory requirements

Required

Advanced degree in Finance, Accounting, or Business (MBA/MPA/MSc)
CPA or CMA certification is strongly preferred
Minimum 10 years of progressive finance experience, including at least 5 years in a senior management role within a U.S.-based international NGO (INGO)
Proficiency in QuickBooks Online, Gusto, and Salesforce
Deep knowledge of U.S. GAAP and 2 CFR 200
Proven experience managing multi-office operations and navigating complex international banking and anti-terrorism (OFAC/AML) regulations
Ability to translate complex financial data into actionable insights for non-financial stakeholders and board members
