Responsibilities

Design, develop, test, deploy, and maintain Oracle Forms and Oracle APEX applications
Develop and maintain PL/SQL scripts, stored procedures, triggers, and database packages
Perform Oracle database development, performance tuning, and troubleshooting
Configure and manage Oracle Fusion Middleware (WebLogic Server, Oracle HTTP Server)
Support integrations with Florida PALM and FLAIR systems
Design and support ETL processes for internal and external system integrations
Ensure PCI compliance, data security, and regulatory standards
Implement data quality checks, validation rules, and error handling
Collaborate with business and technical stakeholders for requirements and solution delivery
Provide production support, enhancements, and issue resolution
Create and maintain technical documentation and SOPs
Coach and mentor client's technical staff
Participate in project meetings, submit weekly status reports and timesheets

Qualification

Required

8+ years of application development experience using Oracle Forms, Oracle APEX, and PL/SQL
Strong experience with Oracle Database development and performance tuning
Hands-on experience with Oracle Fusion Middleware
Experience integrating with enterprise financial systems (Florida PALM / FLAIR)
Knowledge of State of Florida accounting practices (technical perspective)
Proven experience ensuring PCI compliance
Strong written and verbal communication skills

Preferred

Experience with AIMS, FIS, or ROC applications
Knowledge of Florida PALM and FLAIR systems
Experience with Oracle REST Data Services (ORDS)
Familiarity with Agile methodologies
Experience with CI/CD pipelines and version control systems
Strong understanding of application and data security best practices
Prior experience in government or public sector environments
Oracle certifications (PL/SQL, APEX, Middleware) preferred
