Senior Applications Analyst/Developer - ITS4
Minnesota IT Services is the information technology agency for the State of Minnesota, and they are seeking a Senior Applications Analyst/Developer to support the Department of Human Services. Responsibilities
Provide advanced professional knowledge and skills in information systems problem identification, requirements definition and determination of alternative solutions
Provide the analysis, design, development, testing, implementation and support of MMIS Development Operations Division systems
Provide a lead role and be a subject matter expert in the analysis, design, development, implementation and support of the assigned project work
Qualification
Required
Minimum of four (4) years of IT related experience in performing systems analysis and application development in a mainframe environment supporting large-scale enterprise systems
Demonstrated experience performing systems analysis, including problem identification, requirements definition, and evaluation of alternative technical solutions
Professional experience in the analysis, design, development, testing, implementation, and support of large-scale or enterprise information systems
Experience working with mainframe-based systems, including hands-on development or maintenance activities
Working knowledge and experience using DB2 and/or VSAM in a production environment
Proven ability to analyze and resolve complex system issues independently, collaborate with technical and business stakeholders, and deliver stable, compliant solutions within established timelines
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree or a bachelor's degree for one (1) year; and an associate's degree for six (6) months
Preferred
Experience supporting or enhancing Medicaid Management Information Systems (MMIS) or other public-sector health or human services systems
Working knowledge and professional experience with COBOL, including creation or modification of production code and programming specifications
Experience using DB2 and/or VSAM in a production mainframe environment
Experience acting as a technical lead, coordinating the work of programmers, analysts, consultants, or vendors on assigned projects
