Family Services Supervisor - Reunification & Permanency

The City of Richmond is seeking a highly qualified candidate for the position of Family Services Supervisor within the Department of Social Services. This role involves supervising Family Services Workers, ensuring compliance with child welfare practices, and coordinating initiatives for reunification and permanency.

Responsibilities

Provides supervision, evaluation and staff development of Family Services Workers and other unit personnel in the specialized area of Reunification & Permanency
Assigns, monitors, and evaluates case activities with primary focus on implementation of reunification/permanency goals and strategies and compliance with case documentation and statistical data as mandated by Federal, State, and local laws, policies and regulations to ensure program compliance
Provides overall supervision and training to Family Services Workers, support workers, students, interns and advocacy volunteers to ensure program delivery
Prepares reports and maintains statistical data
Develops performance standards
Assesses the need for crisis intervention and authorizes action to be taken
Tracks and authorizes payment allocations for clients
Reviews and approves expenditures
Responds to public inquiries and referrals on Social Service issues and identifies appropriate program services
Represents the Agency with other agencies, task forces, departments, court and City personnel
Monitors and interprets new Federal, State and local laws and implements changes as necessary
Evaluates cases for appropriate funding sources, effective case management; writes and presents grants and approvals for expenditure of monies
Participates in community engagement and advocacy programs and provides Social Services information to other professionals and City citizens
Ensures compliance with state DSS policy regulations
Makes community presentations and represents the Department on various inter/intra agency committees
Develops partnerships with community resources to utilize all available services to assists customers
Performs other assigned duties as necessary

Required

Bachelor's degree in social work, human services, or directly related field
The human services degree requirement must include 30 semester hours/45 quarter hours of human services or social/behavioral educational credits as defined by the City
Five years of related experience
Valid Commonwealth of Virginia Driver's License with a satisfactory driving record
Considerable knowledge in State and agency policies (e.g. IVE, Medicaid) and laws as it applies to social services programs such as foster care, adoption, CPS, etc
Effects of vicarious trauma, cycle of violence
Social/human behavioral theories (e.g. systems theory, cycle of poverty)
Community resources
Family Preservation and closely related programs such as CPS, Foster Care, and CSA
Demonstrated skills in Interpreting court documents/orders
Critical thinking
Interpreting and enforcing personnel rules
Writing and reviewing court reports
Oral/written communication and computer proficiency, including software and database programs
Demonstrated ability to lead and manage others
Thinking critically
Manage time effectively
Make sound judgments
Interact with judges/attorneys
Work with diverse populations

Preferred

Master's degree in social work
BSW or MSW degree
Commonwealth of Virginia Social Work license
Supervisory or work leadership experience
Strong communication and organization skills; able to work 'on-call' as needed; knowledgeable of current practices in area of foster care including Virginia's practice model
Prior experience with crisis intervention/counseling
Complex case management, foster care placement or prevention, family reunification, permanency related to kinship care and/or adoption, experience with the court system
Knowledgeable in other areas such as sexual abuse, family therapy, family assessment and planning, child protective services, community services and the juvenile court system
Bilingual in Spanish
Experience with direct counseling or providing supportive services to families and children
Previous experience with Title IV-E Funding
