Responsibilities

Managing fiscal functions for human service agencies, ensuring accuracy and compliance for program reporting
Directly supervising five fiscal officers, approving timesheets and leave, and conducting performance evaluations
Preparing financial statements, reconciling accounts, and ensuring adherence to state and federal reporting standards. Including the specific fiscal reporting requirements for each Human Services Agency
Overseeing budget preparation, monitoring, and revisions in line with grant regulations
Conducting internal audits and maintaining cost allocation processes aligned with federal requirements
Developing and implementing enhancements to accounting systems, procedures, and controls

Required

One year as a County Fiscal Officer 2; or
Five years of accounting and/or budgetary experience and a business-related associate's degree that includes six college credits in accounting; or
Three years of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; or
An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting
You must meet the PA residency requirement
You must be able to perform essential job functions
You must pass a background investigation
A conditional offer of employment will require a drug screening
This position falls under the provisions of the Child Protective Services Law. Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance
