Human Resources Analyst II/III
The City of Encinitas is seeking a Human Resources Analyst II/III to perform professional human resources service delivery in support of city-wide functions. The role involves managing recruitment services, employee benefits, training programs, and compliance with legal workforce requirements.

Responsibilities
Responds to requests for human resources information or staff services from employees, union officials, managers, work unit supervisors, claimants, vendors, and the public. Provides answers about established process for the delivery of human resources services. Assists customers by addressing unusual or problematic services requests. Develops professionally acceptable alternatives and resolves requests for service outside of the routine/established protocols
Provides city-wide employee recruitment services. Determines sourcing strategy and conducts recruitment campaigns. Conducts job analysis and develops or purchases employment test instruments. Conducts and supervises merit employment testing. Manages lists of candidates eligible for city employment and refers candidates for selection by appointing authorities. Conducts diversity/equal employment opportunity analysis and responds to inquiries from enforcement agencies
Orients new employees into the city’s personnel system. Develops alternative new hire orientation programs appropriate to the various categories of employment in the city’s personnel system. Coordinates on-boarding and new employee orientation with city departments
Administers the ongoing operation of the city’s employee benefit program, including medical, dental, vision, spending reimbursement accounts, life insurance, long term disability, required notices (i.e., COBRA and FMLA), and Employee Assistance Program (EAP). Selects employee benefit brokers and vendors. Negotiates employee benefit contracts in behalf of the city. Acts on behalf of individual employees and their family members to resolve issues with insurance/benefit providers
Administers the city-wide organization development and employee training function. Administers the city-wide employee training budget. Conducts training needs analysis and selects employees for attendance at city-sponsored training opportunities. Designs organization development and city-wide employee training programs. Selects trainers or vendors to conduct city-wide employee training events. Negotiates contracts with city-wide employee training vendors and approves invoice payment. Evaluates the effectiveness and return on investment of employee training efforts. Administers the city’s tuition assistance program
Conducts studies and surveys of personnel practices, position classification, salary comparison, and benefit programs. Analyzes the findings from surveys and studies to make policy recommendations to management officials. Explains the results and interpretation of studies and surveys to union representatives during the collective bargaining process
Assists and advises work unit supervisors as they address workforce problems arising from legal compliance programs such as Department of Transportation drug and alcohol testing for commercial drivers, Department of Motor Vehicles Employer Pull program, and documentation of employees’ right to work in the United States. Serves as the city liaison in dealing with inquiries or complaints from enforcement agencies
Performs professional management of the city’s employee performance evaluation and merit pay system. Assists supervisors in addressing and remedying concerns about employee job performance
Serves as liaison between administrators, attorneys, employees, management staff, service providers, and members of the public
Develops and monitors principal staff function budgets; estimates funding requirements and future expenditures; analyzes funding sources
Performs other duties of a similar nature or level
Qualification
Required
Bachelor's Degree in a related field
Three years of related human resources experience of journey level professional experience with a comparable governmental agency
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
