Wastewater Superintendent
NEOGOV is seeking an experienced leader for the City of Albany to oversee its wastewater and stormwater programs within Public Works Operations. Responsibilities
Plans, organizes, controls, integrates and evaluates the work of the wastewater and stormwater utilities including the operation, maintenance, and capital improvement of the utility infrastructure. The wastewater (sanitary sewer) system includes the collection system, water reclamation facility, treatment wetlands, biosolids composting facility, lift stations, and associated infrastructure. The stormwater utility includes stormwater inlets, conveyance piping, structural and vegetated treatment facilities, and associated infrastructure. Other utility programs include Environmental Services, Industrial pretreatment program, water quality control and laboratory services
Prepares the biennial budgets for assigned programs with the assistance of supervisors and staff. Reviews and monitors expenditures to remain within established budgetary constraints. Authorizes purchases and signs purchase orders. Coordinates with Public Works engineering staff on the annual Capital Improvement Program and other capital projects
With subordinate supervisors and staff, develops, implements and monitors work plans to achieve group mission, goals and performance measures; directs the development of and monitors budget performance. Manages and directs the development, implementation and evaluation of work programs, plans, processes, systems, and procedures to achieve City and Public Works goals, objectives and performance measures consistent with the City's quality and citizen service expectations
Plans, organizes, and evaluates the performance of assigned supervisors and staff; establishes performance requirements and personal development targets; provides coaching for performance improvements and development; recommends disciplinary action, up to and including termination to address performance deficiencies in accordance with Human Resource policies, labor contract agreements, and labor laws subject to Operations Manager, and Public Works Director concurrence
Completes investigations, studies, and reports as directed by the Operations Manager. Directs and participates in research and analyses and prepares recommendations and reports pertaining to the operations, construction and maintenance of the assigned utility, regulatory compliance issues, capital investments, staffing requirements and other technical and management issues
Demonstrates understanding and good judgment in the evaluation of complex technical and/or financial information and alternatives related to program and policy development. Provides expert technical advice to Public Works staff within assigned areas of responsibility
Oversees and evaluates the operations of assigned programs to ensure compliance with federal, state and local laws, regulations, and requirements; plans, develops, and implements programs, projects and operational changes to comply with existing and new laws, regulations and requirements. Specifically, ensures the City’s compliance with the Clean Water Act, National Pollutant Discharge Elimination System permits, and other federal, state and local regulations and requirements pertaining to the sanitary sewer system and stormwater system
Supervises two or more assigned employees on a recurring daily basis which includes scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employee; setting work standards; imposing or effectively recommending necessary disciplinary action; responding to grievances; and making or effectively recommending hiring and termination decisions
Provides leadership and works with assigned supervisors and staff to develop and retain highly competent, service-oriented staff through selection, compensation, training, and day-to-day management practices that support the City's and Public Works mission, objectives and service expectations; provides leadership and participates in programs and activities that promote workplace diversity and a positive employee relations environment
Communicates effectively orally and in writing with a variety of technical and non-technical groups and individuals regarding division goals, budgets, and performance; engineering projects; and division service policies. Coordinates and builds positive relations within the Public Works Department and with other City departments
Represents the City of Albany by responding to the public, citizens, employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and delivers the best service possible in a respectful and patient manner
Participates in regional, state, and national organizations and conferences to stay abreast of trends, developments and technology related to assigned activities and programs
Studies and implements procedures to improve the efficiency of the section's activities
Monitors employee activity and equipment operations to ensure safety practices; implements and maintains safe operating practices; assures compliance with proper safety procedures, rules, and regulations
May provide training and orientation to newly assigned personnel
May fill in for the Operations Manager in their absence
Assists other staff in the performance of their duties as assigned
Works to create a high-performance work culture by demonstrating a positive attitude and modeling the City’s mission, vision, and values. Conducts self with high integrity, proactive in conserving City resources, and seeks and incorporates customer feedback for ongoing performance improvement. Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance
Serves as a member of various City committees as assigned
Adheres to appropriate attire, grooming, and hygiene standards established for the position
Operates a motor vehicle safely and legally
Performs other related duties as required/assigned
Qualification
Required
An Associate's degree in science, mathematics, engineering, operation, maintenance and management, chemistry, water/wastewater technology, physical or biological academic fields
Five (5) years of increasingly responsible experience with an emphasis in public works
Five (5) years of experience at a supervisory or management level with responsibility for substantial program areas; or any satisfactory equivalent combination of education and experience that provides the knowledge, skills, and abilities
Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets City standards
The individual shall not pose a direct threat to the health or safety of themselves or others
Preferred
A current State of Oregon Wastewater Treatment or Collections IV Certification
