WATER RESOURCES DIRECTOR

The Town of Mooresville is seeking a seasoned Water Resources Director to plan, organize, and direct the operations, maintenance, repair, and construction of the Town’s water, sewer, and stormwater systems. This leadership role oversees the production, distribution, and protection of the Town’s water supply and ensures compliance with all legal and regulatory requirements.

Responsibilities

Plan, organize, and direct all operations related to water production and distribution, sewer collection and treatment, and stormwater management
Oversee subordinate supervisors and personnel, including hiring, promotion, training, evaluation, discipline, and other personnel actions
Ensure compliance with all applicable laws, regulations, and permits from the NCDEQ, EPA, and other agencies
Manage capital and operating budgets, contracts, and expenditures; recommend rate structures and spending plans
Supervise the planning, design, construction, and inspection of complex capital projects
Conduct long-range master planning for system capacity, regulatory compliance, and infrastructure improvements
Evaluate utility customer service policies and procedures; respond to citizen concerns and ensure exceptional service delivery
Collaborate with other departments, agencies, and jurisdictions to ensure coordinated and efficient operations
Prepare reports, maintain records, and support data-driven decision-making
Perform other duties as assigned

Required

Bachelor's degree in business or public administration, environmental sciences, civil engineering, chemistry, or a related field
7–10 years of experience managing water, stormwater, and/or wastewater treatment or distribution and collection systems
Equivalent combination of education and experience
Possession of a valid North Carolina driver's license

Preferred

Master's degree in a related field
Professional Engineering (PE) certification
