Texas Department of Transportation is seeking a District Administration Program Manager II (Contract Administration Manager) to oversee and manage contract duties for large-scale projects. The role involves developing management controls, ensuring compliance, and providing technical assistance while serving as the main point of contact for contracts and related issues.
Government Administration
Responsibilities
Develops and implements management controls and oversight procedures
Develops methodologies, rules and procedures
Develops and implements short and long-term strategies and goals for the administration of assigned contracts
Confers with procurement staff, legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures
Performs site visits to virtual staff work locations to oversee, monitor and ensure program quality control processes of projects
Oversees and provides advanced technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning contract administration systems
Oversees studies or surveys to assess program outcomes and identify or forecast cost savings
Provides advanced technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrants
Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager
Performs other job responsibilities as assigned. This position requires driving a state vehicle
Qualification
Required
Bachelor's Degree in business administration, finance, or a related discipline
7 years contract administration, contract management, contract development, or related experience (Experience can be satisfied by fulltime or prorated part-time equivalent)
Valid driver's license
Auditing and investigative methods, practices and procedures
Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions
Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures
Developing and giving presentations
Developing, interpreting, and implementing policies, procedures, and technical information
Analyzing and organizing business and technical data
Administrative practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management
Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
