Development & Access Management Engineer II-V: North Travis Area Office (Austin District)

The Texas Department of Transportation is seeking a Development & Access Management Engineer located in Austin, Texas. This role involves performing complex transportation engineering work, managing multiple permit applications, and ensuring compliance with access management requirements while providing technical guidance to stakeholders.

Government Administration

Responsibilities

Prepare and assemble permit review packages for development and access permits, including plans, forms, exhibits, and supporting documentation
Conduct plan review and markup using Bluebeam Revu, utilizing measurement, annotation, and review tools to document comments and required revisions
Conduct field reviews and site visits to verify existing conditions and permit compliance when required
Track and manage multiple permit applications concurrently, maintaining accurate status updates and ensuring timely review coordination
Coordinate with and respond to review comments and questions from TxDOT divisions, including Hydraulics, Traffic, and Environmental
Verify that applications include correct and complete TxDOT access forms and comply with applicable access management requirements and procedures
Communicate with applicants, consultants, and internal staff to clarify requirements, request revisions, and support resolution of review comments
Provide technical guidance on TxDOT policies, procedures, and permitting requirements to external applicants and internal staff
Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts
May serve as a project manager overseeing consultants performing advanced and complex engineering work
Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements
Negotiates fees, explains scope of work and monitors consultant design contracts
Assists with design, computer operations and plan preparation
Develops and reviews engineering related documents, correspondence, reports, and remediation plans
Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible
Reviews and revises schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems
Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support
Performs other job responsibilities as assigned
Evaluate traffic control plans, construction phasing, and proposed improvements for impacts to the state highway system
Support and participate in development review meetings, ensuring critical project information, access considerations, and review comments are clearly documented and communicated
Utilize Google Earth to review project locations, verify site conditions, and create polygons or exhibits for driveway access, development limits, and layout references

Required

Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS
Development Engineer (Transportation Engineer) II: 5 YEARS in Transportation engineering or related engineering experience
Development Engineer (Transportation Engineer) III: 6 YEARS in Transportation engineering or related engineering experience
Development Engineer (Transportation Engineer) IV: 7 YEARS in Transportation engineering or related engineering experience
Development Engineer (Transportation Engineer) V: 8 YEARS in Transportation engineering or related engineering experience
Valid driver's license. This position requires driving a state vehicle
Licensed Prof Engineer
Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment

Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates, cross sections, and 3D models
Developing plans specifications & estimates (PS&E)
Performing detailed design review and revisions
Selecting appropriate project specifications, developing preliminary and detailed estimates
Managing consultants on roadway design projects development
Developing scopes of work, negotiating Level of Effort and related fees for consultant contracts
