Assistant Superintendent of Business and Administrative Services

The Michigan Association of School Boards is seeking an Assistant Superintendent of Business and Administrative Services for the Monroe County Intermediate School District. The role involves managing the business affairs of the district, overseeing budget development, and ensuring compliance with financial audits and reporting requirements.

Responsibilities

Manage the business affairs of the intermediate school district
Assume responsibility for budget development and long-range financial planning
Serve as shared-time business manager for selected local district(s)
CFO for Head Start and Early Head Start Programs
Supervise all accounting operations
Ensure the completion of all required district financial audits and Financial Information Database (FID) submissions
Act as payroll officer for the district, in coordination with the Payroll Supervisor
Provide supervision and guidance to business office personnel as well as local school district personnel in the preparation and authentication of reports required by state and federal agencies, including child accounting audits
Prepare and presents financial reports for the Board of Education monthly
Act as advisor to the Superintendent on all questions relating to the business and financial affairs of the district
Facilitate all grant reporting and subrecipient monitoring for local, state and federal grants
Assure business office compliance with Board policy and legal requirements regarding accounting and finance as well as maintaining sound business practices which include proper checks and balances
Represent the intermediate school district on the Lenawee/Monroe Technology Consortium Advisory Committee and advise the Superintendent on direction of participation in consortium activities and costs shared across the county
Design and implement internal control structure to ensure proper reporting of financial results and the protection of the district’s assets
Inspect accounting systems to determine their efficiency and internal control efficacy
Assist in the development and implementation of uniform policies and procedures regarding accounting and finance throughout the district
Facilitate regular meetings with local school district business personnel
Supervise the Buildings and Grounds and Transportation Department
Supervise cafeteria/food services operations
Supervise business office personnel and shared services staff
Train and evaluate business office and select department personnel
Attend Board meetings, as required
Regular, predictable attendance
Adherence to work rules
Other duties as assigned by the Superintendent

Required

Master's degree in business administration or related field, required
Meet the Michigan Department of Education school administrator continuing education requirement
Michigan School Business Officials certification as Chief Financial Officer required or ability to obtain
Demonstrated understanding of sound business procedures and effective leadership practices
Ability to understand and interpret audit reports and Michigan DOE reporting requirements
Ability to understand and interpret GASB standards and impacts on reporting requirements
Ability to work collaboratively with school administrators and staff
Ability to use district technology
Ability to work with people and utilize conflict resolution and problem-solving skills
Ability to work a flexible workday, work week and work year
Demonstrate honesty, integrity and professionalism at all times
Discretion with confidential information
Upon hire, employees of the Monroe County Intermediate School District are fingerprinted for a Michigan and FBI criminal history check

Preferred

Minimum of 5 years' experience in business office of a Michigan school district, preferred or a combination of school administration and direct industrial or business financial management experience
