Assistant Inspector General for Information Technology Division (Chief Information Officer)
USAJOBS is seeking an Assistant Inspector General for Information Technology Division (ITD) who will serve as the Chief Information Officer (CIO) within the Department of Justice. Responsibilities
The AIG is responsible for the planning and management of the OIG-wide IT program developing and deploying cutting-edge information technology programs with competing requirements, timeframes and outcomes. Develops the vision and priorities for short and long-range goals and initiatives in consultation with senior leadership and technology experts and manages efforts through GS-15 supervisors to achieve those goals and complete initiatives
The AIG makes recommendations to OIG senior executives, including the Inspector General (IG) and the DIG, on best practices to leverage information technology in the workplace to achieve measurable gains in program effectiveness in achieving mission objectives. The AIG also works closely with the Office of General Counsel (OGC) to ensure IT efforts employ protection of privacy while supporting the OIG's mission to promote economy, efficiency, and effectiveness and prevent and detect fraud and abuse. In addition, all missions support applications must meet federal requirements for privacy, security, records management and accessibility
Follows the Office of Management and Budget (OMB) procedures for FISMA compliance; and for cybersecurity/information assurance (IA) programs issued through OMB Circular A-130. Additionally, ensure legislative and regulatory requirements that mandate specific care for certain types of information, including but not limited to, sensitive but unclassified information, corporate fiduciary information, personally identifiable information (PII), and personal health information
Orchestrates the development, coordination, programming, budget and implementation, with IG approval, of the IT investment program, capability, and IT portfolio management. Directs study of new and changing concepts and methods and evolution of information systems environment. Controls the Information systems environment through use of sound life cycle systems management. Develops policies and plans associated with the management of functional requirements and the monitoring of implementation of business system enablers
Develops, implements, and monitors a strategic, comprehensive cybersecurity program; maintains the cybersecurity program to ensure information assets and associated technology, applications, systems, infrastructure, and processes are adequately protected in the digital ecosystem
Develops functional and technical information management guidance and systems oversight objectives to identify user requirements, identify and evaluate advanced and emerging technology developments, and develop program costs, and monitor acquisition and management
Identifies OIG and divisional IT budget and financial requirements, including procurement and contracting needs, and provides oversight of budgetary expenditures. As needed, assists in the development of service contracts and oversees contractors and ensures services are received in accordance with the contract
Ensures data integrity and data security controls are implemented throughout the OIG and provides expertise on integrating a variety of information technology specialists and programs within the divisions and the other offices within the ITD and with other efforts department and government wide
Assists in the identification of training needs and the establishment of training programs for the use of information technology OIG-wide. Working in collaboration with the OIG Training Advisory Board establishes minimum and optimal training thresholds for OIG employees in information technology and specifically to IT specialists to expand core capability and have redundancy in all ITD and OIG IT efforts

Required
US Citizenship is required
Obtain and maintain a Top Secret/SCI security clearance prior to entrance on duty
Incumbent will be subject to initial and random drug testing
Selective Service Registration is required, as applicable

Demonstrated experience and expert knowledge in managing a diverse, and multi-functional technical organization which includes both government employees and a contractor workforce, and in leading complex IT transformations
Demonstrated experience and expert knowledge of enterprise-wide IT operations, lifecycle management, and customer care
Demonstrated experience and expert knowledge of cybersecurity operations, to include comprehensive risk management and compliance programs
