Senior Technical Advisor, Government to Government (G2G) Partnerships, Data.FI

Responsibilities
Design and advance G2G financing strategies to operationalize multiyear bilateral agreements and co-investment frameworks, aligning USG priorities with recipient government plans and measurable results
Develop and operationalize risk mitigation plans grounded in PFM risk assessments, embedding internal controls, audit readiness, and risk based internal audit; lead recurring pipeline and budget risk reviews to trigger corrective actions
Develop strategies and approaches to serve to institutionalize transparency and independent verification, including IFMIS based dashboards, routine expenditure reviews, annual audits, randomized spot checks, and publication of budgets/execution data to bolster social accountability
Support the incorporation of financial and appropriate fiscal data into Data.FI situation room and/or intelligence room approaches to align USG disbursements to performance. Design performance-based mechanisms and milestone-linked financing tied to jointly agreed service delivery and epidemiologic benchmarks, ensuring coherence with MOUs
Build capacity within recipient systems and subnational units (finance, audit, procurement, reporting) through targeted technical assistance, training, and ICT support. Support the transition of internal audit functions from compliance-focused to risk-based approaches
Collaborate with Data.Fi and Palladium to design and implement strategies that leverage private sector partnerships and innovative financing mechanisms to advance universal health coverage. Drive initiatives focused on health system financing reform, insurance expansion, and mobilization of private sector investments to strengthen health systems and improve equitable access to care
Coordinate with U.S. Government agencies (e.g., Department of State, CDC, DFC, MCC) and relevant host-country counterparts to ensure effective oversight and compliance of G2G agreements. Facilitate adaptive management, streamline reporting processes, and promote transparency in financial flows and allocation decisions within G2G mechanisms

Qualification
Required
Master's degree in public health, public administration, finance, international development, or relevant field
10+ years of relevant work experience including an extensive lived experience in Africa
Previous experience managing projects or activities that required high quality organizational, financial, or managerial skills
Experience initiating and maintaining partnerships in health financing and central and subnational governance technical assistance and support
Comprehensive understanding of G2G financing approaches and related diplomacy
Experience developing information systems that integrate data from multiple data sources, along with the effective engagement of government ministries (or other relevant clients) responsible for the different data sources
Experience supporting work implementing USG or other donor funded projects
Demonstrated excellence in verbal and written communication, including the ability to convey complex technical and financial concepts to diverse audiences
Advanced interpersonal and stakeholder engagement skills, with a track record of building trust and facilitating collaboration among government, donor, and private sector partners
Strong organizational and project management abilities, including managing multiple priorities and complex workstreams in dynamic, multi-country environments
High proficiency with digital tools and platforms for data analysis, reporting, and collaboration (e.g., Microsoft Office Suite, data visualization software, project management tools)
Proven capacity to mentor, train, and build the skills of government and project staff, fostering knowledge transfer and sustainable capacity development
Exceptional analytical and problem-solving skills, with experience interpreting financial, programmatic, and epidemiological data to inform decision-making
Ability to prioritize tasks and to delegate when appropriate
Work with respect and dignity for all colleagues and contributes to a cooperative team working environment
Work independently with minimal supervision, as well as collaboratively within multidisciplinary and multicultural teams
Ability to travel and work internationally for extended periods of time if needed
