Business Systems Analyst 1 / Trainee 1/2 - (NY HELPS)

The New York State Insurance Fund (NYSIF) is seeking a Business Systems Analyst 1 who will work closely with program and department staff to assist with project execution and develop requirements for critical business analysis projects. The role involves utilizing specialized knowledge and skills to elicit, analyze, communicate, and validate requirements.

Responsibilities

Researches and gathers requirements by conducting individual or group interviews, scheduling and facilitating meetings, distributing surveys, and reviewing documents
Analyzes and develops the business case during the project intake process
Documents the current or future state of the business process or function; creates flow charts and process models describing functions
Develops training materials related to business systems implementation for users
May write procedure manuals and document business process deficiencies requiring resolution during or after implementation
Communicates business process and system requirements to program staff, and stakeholders
Reviews and analyzes business process deficiencies requiring resolution during or after implementation

Required

One year of permanent competitive class service in a title eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law. Titles eligible for transfer to Trainee 1 include but are not limited to Administrative Analyst Trainee 1, Claims Services Representative Trainee 1, Contract Management Specialist Trainee 1, Underwriter Trainee 1; OR
Six years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders

An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience
