BUDGET ANALYST-DIRECT HIRE AUTHORITY
USAJOBS is seeking a Budget Analyst to join the 66th Force Support Squadron. The primary purpose of this position is to perform a variety of budget functions involving the formulation, execution, and analysis of budgets for substantive programs and support activities.

Responsibilities
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds
Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for the 66th Force Support Squadron
Provides advice, assistance, and guidance on budgeting and related information
Conducts analyses, reviews, and special studies of budget and/or related information
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments

This is a Financial Management level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements
The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall
This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206)
May be required to work overtime on an unscheduled or emergency basis

Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems
Specialized experience is experience in budgetary methods and regulations enables development and justification of budget requests grounded in program mission and funding sources
Proficient in analyzing program changes; identifies budgetary impacts and proposes solutions
Effectively communicates complex financial data to diverse audiences, successfully presenting and defending budget proposals to senior management and stakeholders
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements for many positions covered by this standard
Others have individual occupational requirements that specify that applicants must, in general, (1) have specific course work that meets the requirements for a major in a particular field(s), or (2) have at least 24 semester hours of course work in the field(s) identified
Course work in fields closely related to those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance
One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations
Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program plans and funding
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
