Senior Hydrogeologist - Public Health
Mecklenburg County is seeking a Senior Hydrogeologist to lead a team within the Public Health department. This role involves enforcing environmental health laws, conducting inspections, and coordinating program activities to ensure community health and safety.

Responsibilities
Independently leads, reviews, and evaluates environmental health staff's work and prepares performance reviews for the Program Manager. Promotes individual growth and development of assigned Hydrogeologist
Manages the orientation and training of Hydrogeologists, Senior Environmental Health Specialist, and Environmental Health Specialists
Ensures critical uniformity in the ongoing interpretation and application of environmental health programs through the preparation of detailed policy and procedural guidelines; review and analysis of staff inspection reports; file documentation; and field observations. Independently initiates corrective action in problem situations
Develops, implements, and supervises professional training activities within the program. Ensures staff authorizations and professional registrations are met
Following a review of evidence and staff documentation recommends if legal action is to be taken for violation of state laws
Provides technical guidance to environmental staff and managers, based on scientific knowledge and experience, determining alternative methods of addressing issues to eliminate or minimize potential negative consequences
Assists in the development of division/program policies and procedures
Coordinates division/program inspection and investigation activities with outside agencies and other City departments
Provides plans and variance request documents for compliance with State and Local regulations
Provides technical advice and assistance to citizens, contractors, departments, and management
Provides supervision over investigating consumer/citizen complaints and subsequent compliance actions
Attends public meetings and cross-departmental meetings as Environmental Health representative
May conduct inspections and investigations in various settings (i.e., MPL investigations, monitoring well inspections, principles and practices of groundwater and surface-water hydrology, groundwater quality, water resource development, management, regulation, and geologic principles and practices)
Develops and conducts public information & education programs
Conduct complex research, prepare reports, and present results orally and in writing
Qualification
Required
Five years of experience in environmental field or Hydrogeology
Bachelor's Degree in Geology, Hydrogeology, Engineering, or a closely related field
A valid North Carolina or South Carolina Driver's License. Must obtain and maintain a valid Mecklenburg County Vehicle Operator's Permit
Licensure as a North Carolina Professional Geologist is required
Knowledge of scientific principles, methods, and statistical analysis of data
Knowledge of applicable Federal, State, and local laws, codes, ordinances, rules, and regulations
Knowledge of groundwater hydrology principles, especially as it relates to fractured bedrock aquifers
Knowledge of environmental and potable well drilling methods, technologies, and monitoring and potable well design
Knowledge of industry standards for Preliminary Environmental Site Assessments (PESA), Phase I and Phase II environmental assessments
Knowledge of water and soil sample collection methodology and laboratory analytical methods and procedures
Skills in using a computer and related software applications
Skills in the collection of water and soil samples for laboratory analysis such that samples meet USEPA protocol for sample collection, preservation, and holding times so that the results of those samples are both valid and defensible
Skills in calibrating, maintaining, and utilizing portable field laboratory and sampling equipment
Skills in accurately recording, entering, and managing environmental data
Skills in preparation of technical documents, including detailed assessment reports, procedures manuals, regulatory application packages, and other written technical communications
Skills in oral communication and public presentation
Skills in recognizing and respecting diverse ethnic and cultural backgrounds
Skills in maintaining and managing resources: containing costs and balancing resources
