Responsibilities

Supervises the facilities planning staff; conducts employee job performance ratings of facilities planning staff; evaluates development and implementation skills of staff in their specific areas of administrative responsibilities; rates design abilities and capabilities of planning staff; assigns tasks and projects to facilities planners; manages personnel problems, complaints, needs, and work and leave requests; prepares related supervisory reports; orders all tools necessary for employees to perform their job duties
Develops long and short range plans for housing State agencies; determines suitability and availability of existing State assets to meet long range plans; evaluates agency facilities to meet project needs; identifies potential real estate opportunities by comparing market conditions to State land holdings and leases; estimates costs of future facility planning projects
Performs administrative work in areas of development and implementation; writes specifications for furniture contracts and coordinates the bidding process; establishes, records and reviews furniture standards and maintenance policies; writes carpet specification standards and coordinates the carpet bidding process; collects and records internal data for evaluation and planning; evaluates, plans and coordinates staff training; evaluates, plans and coordinates agency customer support; valuates computer aided design (CAD) software and coordinates CAD software procurement for the purpose of generating furniture product reports; establishes, records and reviews CAD standards for generating program and installation drawings
Designs layout of interior space of State office buildings; identifies working relationships of individuals and functions within organizations; assigns agency units to the specific space available; uses computer aided design system (CAD) to identify major architectural features and layout the proposed location of operating units; produces drawings, notes, and other documentation depicting items that require construction or interface with the building and detail movable items; discusses plans with user agency to reach agreement on allocated space and make modifications to plans as necessary
Coordinates the work of outside contractors to ensure the most effective use of manpower and resources; initiates action on appropriate existing contracts; supervises the work of outside contractors to ensure that plans and specifications are followed according to instructions; decides which samples from vendors will best meet project requirements so that purchase orders may be issued; provides schedules, drawings, and other instructions to contractors building or designing a project; answers questions concerning instructions and modifications as work progresses; approves satisfactory completion of work
Coordinates project activities in accordance with design plans; supervises other planners in the implementation process; ensures that there is an available source of supply for goods and services that must be procured; examines lists of specifications, quantities, and costs for goods and services to ensure accuracy and completeness; supervises the delivery of goods and services and installation of furniture, equipment, and other contracted services; checks and approves invoices from contractors against project plans; compares actual expenditures to project budget to update and close out fiscal records of project
Supervises the scheduling of tasks necessary to complete a project; ensures that discreet tasks, time constraints, and requirements associated with a project are appropriately identified; identifies potential problems which may disrupt chronological sequence, duration, and timing of each project activity; evaluates the qualifications of resources available to perform project tasks; coordinates the assignment of project tasks to appropriate contractors, vendors, designers, and others involved in completing the project; ensures schedules are met by coordinating the activities of the resources assigned to project; tracks, updates, and modifies schedules when necessary
Develops project budgets identifying the costs associated with each component of work; determines the manpower and materials necessary to complete project tasks; calculates unit costs of materials and services (e.g., furniture/equipment, movers, construction materials and labor, design services, telecommunications costs); writes justification of estimated total project costs to submit for approval of project funds; tracks and approves expenditures as components of work are completed
Oversees the assessment of space needs for various projects; identifies parameters of space by examining documents such as leases, worksheets, and drawings; using established housing procedures and controls; consults with user agency administration and other personnel to confirm and update information pertinent to space needs for program; makes on site visits to observe and document space condition and utilization; makes recommendations for allocation or acquisition of space based on documented conditions, user needs, and requests; reviews and recommends personnel and agency space guidelines
Evaluates facilities to determine suitability for intended use; observes functions of agency users including number of people in space, equipment used, sizes of work space, filing and storage needs; identifies how the size and location of architectural details impact the design of interior space; examines the condition of major building system components and notes apparent code violations; interviews building tenants and operational personnel to identify known conditions having an impact on the project
Evaluates user agency operations at existing facilities; reviews and establishes housing procedures and controls for all agencies; determines specific departmental shared needs and specific individual space needs through observation and from information gathered off survey sheets completed by users; coordinates user agency administrative needs assessment training; consults with agency management to confirm space requirements and gain information gathered to facility conditions to determine the type and amount of space needed

Required

Education equivalent to a bachelor's degree in interior design, architecture, environmental design, graphic design, industrial engineering, facility management, construction technology, or architectural technology from an accredited college or university
Experience equivalent to five years of full-time work in one or a combination of the following: professional experience evaluating and planning the renovation, construction, installation of building system components, or related operations and maintenance of facilities; or designing the layout of facilities, sets, or exhibits
Qualifying experience evaluating and planning the renovation, construction, or installation of building system components, or related operations and maintenance of facilities; or designing the layout of facilities, sets, or exhibits may substitute for the required education on a year-for-year basis to a maximum of four years
Graduate course work credit received from an accredited college or university in interior design, architecture, environmental design, graphic design, industrial engineering, facility management, construction technology, or architectural technology may substitute for the required experience on a month-for-month basis to a maximum of two years
Registration and active licensing in the State of Tennessee as an interior designer, architect, or engineer may substitute for one year of required experience
Two years full-time experience as a Facilities Planning Specialist 3 with the State of Tennessee
A valid motor vehicle operator license may be required
