Salvation Village Program Directorr-11-001 Carson DHQ (Divisional Headquarters)
The Salvation Army Southern California is an international evangelical movement, and they are seeking a Program Director to oversee the care and supervision of residents and staff. The Program Director will evaluate program effectiveness, ensure compliance with regulations, and engage in community participation and support.

Responsibilities
Monitor, implement and enforce the applicable policies of the program
Ensure compliance with all applicable laws and regulations that govern the program, including Title 22 specifications
Ensure the accuracy of resident records, evidence of goals completed, and the compilation of data for demographic reports
Participate in quality management meetings by providing up to date information on resident’s outcomes as required by funding contracts
Maintain and update residents’ information as required by HMIS
Recruit, screen, develop, supervise, discipline train and manage staff
In collaboration with the Divisional Homeless Services Director, assist with employee education and training
Facilitate regular team meetings where staff are encouraged to work together to fulfill the program’s mission
Provide monthly supervision for the Program Manager and Program Coordinator while regularly evaluating their performance
Ensure the scheduling of front-line staff as required by our government contracts
Liaise with other governing agencies regarding incident reports, extensions and other established procedures
Document monthly invoices from funders and vendors
Perform monthly statistics as required by The Salvation Army
Rotate on-call status with Program Manager
Ensure HIPPA compliance regarding all client matters
Prepare the annual budget in coordination with the Divisional Homeless Services Director and Finance Department
Monitor and control all expenditures of the program, keeping track of budget constraints and maintaining the program within budget
Promote healthy communication among clients, staff, and the community
Process, investigate, and resolve all grievances or suggestions received from clients, employees, funding sources, local community and DHQ
Attend regular community meetings and quarterly divisional meetings
Coordination of the Advisory Council, ensuring strong community support for successful program delivery and financial viability
Other duties as assigned
Qualification
Required
BA in human services field, social work, business administration or related field
Minimum three years program management experience, including administration, budgeting, program and performance management
Experience working with homeless youth/individuals
Must have a valid driver's license
Must be able to pass a criminal background check
Ability to read, write, speak and understand English
TB screening within the first month of employment
Demonstrates strong supervision skills
Demonstrates excellent written and verbal communication skills
Must be culturally sensitive and non-judgmental
Knowledge of the sensitivity regarding issues of homelessness, mental illness, substance use and TAY populations
Knowledge of the requirements for providing the type of care and supervision needed by chronically homeless populations, including the ability to communicate with such residents
Knowledge of and ability to comply with applicable law and regulations, including licensing regulations and Supportive Housing Program policies and procedures
Ability to maintain and supervise the maintenance of client records
Ability to direct the work of others
Ability to recruit, hire, train, and evaluate qualified staff
Knowledge of basic food nutrition
Sets an appropriate image and role model that represents the image and work style that is reflective of The Salvation Army values and culture
CPR/First Aid Certification

Bilingual English/Spanish preferred
