Managing Director of Housing & Justice-Related Services
Public Health Management Corporation is responsible for providing services to homeless individuals and at-risk populations. The Managing Director for Housing & Justice-Related Services oversees program administration, planning, and development to provide community-based substance abuse treatment alternatives to incarceration.

Responsibilities
Be responsible for the development, implementation, and accomplishment of the work plan for each program
Oversee the identification and effective implementation of relevant evidence-based practices at PHMC’s Forensic, Homeless and Social Services, and Community-Based Outreach Programs
Assist in identifying and developing new initiatives in cooperation with the City of Philadelphia to assist in making homelessness rare, brief, and non-recurring
In conjunction with Training & Quality Management (TQM), establish uniform programmatic standards and ensure quality assurance and improvement
Identify service gaps and potential new service areas and develop programs to meet these gaps and needs
Provide direct coordination with funding and regulatory bodies, including negotiation of contracts, implementation of new or updated regulations and reporting, and resolution of contract or performance challenges
Collaborate with Directors and Program Managers to oversee program spending patterns, identify strategies to improve cost effectiveness, and address financial challenges
Expand the reach and visibility of the related services to address and respond to developing community and market trends
Represent PHMC publicly as requested
Make and recommend management and personnel decisions, including but not limited to promotion, transfer, and assignment of staff and imposition of disciplinary actions
Understand and adhere to PHMC compliance standards
Keep abreast of all pertinent federal, state, local, and PHMC regulations, laws, and policies as they presently exist and as they change or are modified
Qualification
Required
Master's degree required
Minimum of 10 years of experience in managing direct clinical and administrative service activities and budgets in a variety of settings with vulnerable populations
Experience in grant writing and management of grant-funded programs
Extensive administrative and supervisory experience
Understanding of fee-for-service reimbursement systems
Ability to collaborate effectively with professionals in the substance abuse treatment, criminal justice, and public health and human services systems
Ability to collaborate effectively with local, state, and federal government officials
Ability to plan, direct, and coordinate activities
Ability to negotiate and administer contracts
Ability to work with government agencies, funders, and other organizations
Effective written and verbal communication skills
Strong leadership skills
Demonstrated ability to directly manage and support staff in crisis situations
