LEAD EMERGENCY RESPONSE DISPATCHER

Responsibilities

You will be responsible for work assignments of the other dispatchers, and that they are carried out effectively and efficiently in accordance with applicable laws, regulation, policies and procedures
You will receive emergency and non-emergency requests by telephone, mobile radio calls, mobile data computers or automatic alarms throughout the Navy Installation
You will obtain essential information from the computer aided dispatch system or caller and dispatch the correct emergency response units
You will communicate, via radio, with responding personnel to pass pertinent information regarding hazards that may be present at the emergency scene and obtain additional assets if requested by the Incident Commander
You will coordinate with military and civilian agencies in response to mutual aid requests, in accordance with locally established protocols
You will operate a variety of communications equipment such as Computer Aided Dispatch (CAD), emergency radios, Enhanced-911 (E-911), Enterprise Land Mobile Radio (ELMR), Telecommunication Devices for the Deaf (TDD), and computers
You will receive, analyze and disseminate information for many purposes including, but not limited to calls of distress, requests for non-emergency medical assistance, information inquiries, official notifications, and administrative communications
You will provide post-dispatch and pre-arrival instructions and maintain knowledge of all response resources available

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
This is an overseas position. You will be subject to and must be able to satisfy the overseas requirements
This position may require travel to places within and outside the contiguous United States
If eligible for permanent change of station, the appointee will be required to sign a transportation agreement
Must be able to obtain and maintain a U.S. Passport
May be required to obtain a VISA dependent on the overseas country's laws/regulations
You will be required to sign the Statement of Understanding for Overseas Employment
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is considered Mission Essential
You are required to be certified as a Telecommunicator I and II, level II operator and certificate in Criteria Based Dispatch
You are required to have successfully completed Emergency Medical Dispatch Trainer course and all other training as assigned
You are required to successfully complete the LDC Training Program to include classroom and On-The-Job Training (OJT)
During emergencies, employees may be required to work long periods without breaks
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Applying knowledge of dispatch operations and databases to support response to law enforcement, fire, medical, hazmat, and chemical, biological, nuclear, and explosive emergencies
Interpreting emergency regulations, policies, directives, and techniques to provide personnel with necessary dispatching skills and training
Obtaining accurate and detailed information during stressful situations to determine required emergency resources necessary
Recording pertinent dispatch-related data, events, and logs using necessary computer and office equipment
You must be able to type quickly and efficiently utilizing a standard computer keyboard
You must be able to read information on computer screens
You must have color vision adequate to distinguish between green, red and yellow lights on alarm and equipment control panels and to read from multi-colored computer screen
You must be able to write and speak English clearly and distinctly so that they are easily understood over the telephone and radio and documentation is easily readable
You must be able to clearly hear conversations over the phone, and radio, regardless of the age or sex of the caller and to distinguish between different audible alarm tones used in dispatch
