Deputy Chief Health Administration Service

The Montana VA Health Care System is seeking a Deputy Chief for the Health Administration Service (HAS) who will manage and direct all technical and administrative program areas within the HAS. The role involves providing services and technical counsel to meet procedural, legal, and administrative requirements related to patient care and treatment.

Responsibilities

Provides services and technical counsel necessary to meet the procedural, legal and administrative requirements relating to the care and treatment of beneficiaries and works to achieve maximum utilization of treatment and care facilities
Exercises service line level managerial authorities to establish plans and objectives
Responsible for organizing, directing and controlling program areas and associated resources related to mission accomplishment through chairing and actively participating in committees, managing clinical jurisdiction of activities and non-VA diagnostic and treatment activities, managing administrative patient-related programs, and notifying management of the impact of legislative changes to internal processes affecting movement of patients through the VA
Plans/directs the work of the service line in all its operational aspects through management of budgets for operations, non-VA medical care, non-VA hospital care, beneficiary travel, etc
Keeps employees informed through section level supervisory staff regarding policies, procedures and a goal or management
Responsible for managerial oversight of patient administration and patient care functions and initiates management improvement activities by staff and operating personnel
Performs methods and procedure studies as it affects the service line, and at the request of leadership, carries out similar studies in professional service areas, and make necessary recommendations for changes
Applies commonly-accepted business management practices and principles during critical examination of baseline requirements and anticipated requirement changes, identifies program risk and proposes methods to confront risk and implements programmatic change
Prepares performance standards and evaluates performance of subordinate supervisory positions and direct reports
Promotes effective employee and resource utilization by supporting EEO programs and union partnership, participating and/or initiating budget, space and staffing reviews, and interaction with management and employees in resolving problems, providing training and validation of workload information
Participates in formal and informal management sessions/meetings where the events, patient issues, and activities are discussed, evaluated, and assigned for resolution as required
Represents the Healthcare Systems and serve as liaison with the regional counsel on all legal matters affecting patient care
Develops and implements systems and procedures for improving cost effectiveness and productivity
Through interpretation and application of higher echelon policies and regulations formulates and issues policies, related to broad areas of patient administration which provides a basis for sound administrative practices
Participates in/or initiates related studies concerning outpatient activities, extended care placements and community relationships relative to outplacement of patients

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-12 position you must have served 52 weeks at the GS-11
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization
Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the medical center
Skill in conducting detailed analyses of complex business functions and work processes affecting the business operations of the facility
Detailed knowledge of business procedures, including accounting, budgeting, contracting, HIMS and logistics
Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of mission-essential facility programs
Ability to develop and apply new or modified work methods, management processes, and procedures for administering program services
Ability to analyze new revenue-enhancing projects, plan and implement new projects and report the results to the Director and other key staff
Expert Knowledge of the specific processes and procedures applying to management of the service line such as: personnel management regulations, requirements and practices, fiscal reporting requirements, and budget/resource management
