Ellis County Jail Based Behavioral Health Program Manager

Responsibilities
Work independently and make decisions consistent with applicable rules, regulations, policies and procedures
Oversee the performance of the assigned Jail Based Care Coordinators
Meet regularly with the Jail Based Care Coordinators for the purpose of supervision and clinical consultation and document this in accordance with NTBHA policies and procedures
Provide liaison between the Chief of Intensive and Forensic Services and community partners and agencies involved with forensic services
Create, analyze, prepare, and maintain records, files, documents, reports, and correspondence
Identify and facilitate solutions for recognized problems
Use effective written and oral communication skills with individuals from diverse cultural and socio-economic backgrounds
Constructively and efficiently work with other professionals and staff, community representatives, persons with disabilities, and family members
Develop effective inter- and intra-team relationships to encourage and support communication among various organizations
Respect diversity and develop an environment of professionalism and acceptance toward all employees, patients and visitors
Maintains liaison with personnel from state regulatory bodies and from community groups
Provide consultation and technical assistance to contracted MH providers
Assist providers with developing and/or improving program design
Assist in the training and orientation of staff
Provide liaison between courts, law enforcement, the jail, NTBHA, and psychiatric hospitals
Assist the Chief of Intensive and Forensic Services in various duties related to jail based behavioral health services as well as law enforcement and forensic programs
This position may require some travel throughout the counties served by NTBHA: Dallas, Ellis, Rockwall, Kaufman, Navarro, and Hunt. Requires cellular availability after hours and flexible work hours to meet program needs
Responsible for adherence to and compliance with NTBHA policies and procedures and state regulatory codes
Other duties assigned by NTBHA

Qualification
Required
Must be a Licensed Practitioner of the Healing Arts (LPHA) in the state of Texas: RN, RN-APN, PA, LPC, LCSW, PhD, or LMFT required
Master's degree in social work, psychology, human services, counseling or a related field
At least three years' experience with direct care of persons with serious mental illness and/or substance use disorders
At least two years of experience in psychiatric crisis service settings of inpatient hospitals, psychiatric emergency departments, intensive outpatient services, and/or criminal justice facilities
Minimum of two years of experience in a law enforcement or correctional setting (county or local jail or detention center, state prison, state jail, or federal correctional center, probation, parole, or law enforcement or similar) involving direct care/contact with incarcerated individuals
Experience in supervising a multi-disciplinary team, program development, program operation and reporting, and data tracking
Experience in providing psychosocial education, skills training, or teaching, particularly with the target population
Knowledge of the Texas criminal justice system in general and the local court systems within the NTBHA service area
Experience with participating in a treatment team that develops and monitors treatment plans for persons with severe persistent mental illness and substance use disorders
Knowledge of the various community resources and providers within the NTBHA service area including (but not limited to) supportive housing and employment, shelters, food banks, social service agencies, charities, medical and behavioral health providers, and other resources for the indigent population
Have experience with the implementation of evidence-based curriculum for mental health services, preferably in crisis management and/or criminal justice
Experience in and knowledge of trauma-informed care, harm reduction and recovery principles and standards of care
Possess knowledge of diagnostic and risk assessments using NTBHA accepted tools and practices
Have an understanding of competency restoration, forensic commitments, and TRR services
Understanding of and experience with HHSC programming and systems, including Texas Resilience and Recovery, CMBHS, ANSA, and CARE
Possess knowledge of community resources, local indigent behavioral health systems and local authority/service coordination principles, objectives, and standards and methods
Be knowledgeable of provider specialty forensic program policies and procedures
Possess and maintains a valid driver's license
Pass and maintain a clear background record as required for healthcare organizations under state and federal contracts
Pass and maintain a background check with Ellis County jail
Preferred
Experience in operating, supervising, and monitoring forensic and competency restoration programs preferred
Bilingual ability preferred but not required
