AUDIOVISUAL PRODUCTION SPECIALIST

USAJOBS is seeking an Audiovisual Production Specialist to serve as a Project/Production Manager, responsible for the development and execution of large-scale audiovisual productions. Responsibilities

Audiovisual editing productions: and other similar audiovisual products
Uses audiovisual technology to create productions ranging from news features, public service announcements and interactive productions, to training and informational videos on virtually any topic
Serves as the overall Production Manager for professional quality audiovisual productions, Produces, directs and edits for professional quality audiovisual production
Writes and edits original material collected from numerous outside sources where there is little, if any, direction as to the content and design; knowledgably guides customers through production process
Edits broadcast quality audiovisual productions, utilizing digital editing systems; capable of incorporating quality video imagery, graphics, photographs, text narration, and music during postproduction
Keeps abreast of emerging technology and applications and researches and recommends technical solutions
Assists in carrying out the public affairs program and produces materials that support the commander's public affairs goals

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the processes, methodologies, personnel, equipment, scripting, and related requirements involved in communicating information through audiovisual means, including knowledge of developing production schedules, coordinating staff activities, and making administrative and logistical arrangements for all phases of audiovisual production
Knowledge of a wide range of principles, concepts, and practices of audiovisual production to independently perform complex assignments from inception to completion
Knowledge of a wide range of sources of audiovisual resources and special effects, such as casting lists, short lists, music libraries, stock footage, and post-production services
Knowledge of analytical and evaluative methods and techniques to resolve procedural or factual problems. Knowledge to develop contract specifications, coordinate logistics, control expenses, and arrange procurements for complex programs with significant planning and scheduling problems
Skill in operating a wide range of video recording equipment, video cameras, and related items such as lighting, sound, and editing equipment
Ability to produce a direct a large-scale audiovisual production; edit video and scripts; and create computer images for audiovisual products using various production techniques, directing the actions of production crews and casts, and in composing complex live or prerecorded programs with multiple visual or audio elements
Ability to comprehend Public Affairs concepts, principles, policies, and practices, and written and oral communication and visual information principles, methods, and techniques
