Senior Program Quality Lead

Responsibilities

Program Quality Lead experience with Proposal experience, BOEs (Basis Of Estimates), Earned Value Management System (EVMS), and R&Os (Risk & Opportunity)
Interface with the program quality teams, programs, customers, and Integrated Product Teams (IPTs), supporting technical quality and financial performance, and compliance to Raytheon procedures and contractual requirements
Closely interface with external and internal customers and key partners to establish effective relationships
Must have the ability to manage and impact across multiple levels of stakeholders, as it is vital to the success of this role
Responsible for:
Quality of delivered products and services to our customers, stakeholders of quality risks, uncertainties and opportunities, key team members in resolution of customer expectations and relationships related to Mission Assurance and Quality
Developing and implementing strategic and tactical Mission Assurance plans that will closely affect the programs’ implementation and influence
Improving processes or systems using conceptual reasoning, and interpretation skills. Problems and issues faced are numerous and undefined, and information is typically difficult to obtain
Assuring inclusion of quality requirements, planning, and consistency for program proposals and subsequent management of the quality budget
Monitor / lead root cause corrective action (RCCA) and FRACAS activities for systemic issues and to ensure extensive RCCA
Driving initiatives to reduce program costs mitigating Program Risks and capturing Opportunity
Implementation of APQP (AS9145) as applicable
Experience in design development through POD (Proof of Design/POM Proof of Manufacturing)
Establishing manufacturing readiness strategies and executing OCONUS

Required

Typically requires a Bachelor's degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of ten (10) years of engineering experience
Working experience with ISO 9001 and/or AS9100 Quality Management Systems
Working experience with performance to cost, schedule, and technical performance including Cost Accounting Methodologies (Earned Value)
Working experience in providing technical program assistance for manufacturing and design processes
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Preferred

Six Sigma, Lean, CORE, or American Society for Quality (ASQ) Certification
Active U.S. security clearance
Earned Value Management System (EVMS) certification
Experience with Integrated Product Development System (IPDS) or similar gate management processes
Experience in other functional areas such as engineering, supplier engineering, or operations
Experience establishing cost estimates and Basis of Estimates (BOEs)
Experience using verbal and written communications and networking skills to work with upper management and customers
Hands-on experience in solving both business and technical problems
Experienced team player who achieves goals and strives for continuous improvement
Experience as a leader
Experience in contract flow and compliance
Experience using engineering processes, change management, and part selection
