Zone Safety Manager

Responsibilities
Serves as subject matter expert and principal advisor responsible for planning, developing, directing and coordinating a safety and occupational health program
Evaluates, compiles and analyzes behavioral, work environment, and accident statistical data and prepares charts, tables and reports to communicate this information to management, staff and others
Coordinates and oversees the development of safety education and training material and conducts safety training programs for managers, supervisors, and staff and park concessionaires
Coordinates and/or conducts annual inspections and ensures that programs are current and compatible with Occupational Safety and Health Program and public Risk Management Program, park or region safety plans, policies and Department of Interior
Provides guidance to and/or leads teams in investigating lost time incidents to help identify chain of events, root causes, corrective actions, recommendations for improvement and follow-up to ensure corrective action has been taken
Plans, organizes, and administers a scheduled series of comprehensive inspections of numerous facilities
The incumbent is expected to make regular site visits to all units within the zone of perspective parks

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b)
You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required
You may be required to complete training and operate a four-wheel drive vehicle
You will be required to wear a uniform and comply with the National Park Service uniform standards
You may be required to work on-call, evenings, weekends, holidays, overtime and shift work
You may be required to travel overnight away from home up to 15 nights per month
You must obtain a government charge card for travel purposes
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority
To qualify for this position at the GS-12 grade level, you must possess the following minimum qualification by close of the announcement: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors)
Examples of qualifying specialized experience include: 1) Managing elements of a safety or occupational health program; 2) Developing and recommending safety and occupational health policy to higher levels of management; 3) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to resolve technical matters dealing with occupational safety and health requirements; 4) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; 5) Developing and implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; 6) Analyzing and evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; 7) Designing and modifying workplaces, processes, products, or other systems to control or eliminate hazards; 8) Inspecting and surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; 9) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; 10) Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse

Credit will be given for all appropriate qualifying experience
For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted
For all other applicants who are not current federal employees, your resume must state either 'full-time' (or '40 hours a week') or 'part-time' with the number of hours worked per week to ensure proper crediting of specialized experience
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social)
You will receive credit for all qualifying experience, including volunteer experience
As a condition of employment for accepting this position, you may be required to serve a one-year probationary period or two-year trial period during which your fitness, and whether your continued employment advances the public interest, will be evaluated
This probationary/trial period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service
In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; whether your continued employment would advance the efficiency of the Federal service
Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized
