Recovery Planner / Experienced Senior, Program Management

HORNE is seeking a Recovery Planner responsible for cross-program planning and federal compliance alignment for long-term recovery following a declared disaster. This role integrates CDBG-DR-funded activities with FEMA and state efforts, ensuring alignment with federal requirements and contributing to data-driven reporting and continuous improvement.

Responsibilities

Assists in developing and maintaining the County Recovery Framework and operating protocols integrating HUD, FEMA, State, and local recovery efforts
Drafts, updates, and maintains recovery-related organizational charts depicting roles, reporting relationships, and coordination pathways
Supports implementation of recovery governance structures, including decision-making hierarchy, escalation pathways, and interdepartmental coordination processes
Aligns county policies and procurement practices with federal and state requirements to preserve eligibility for federal reimbursement
Develops and maintains crosswalk matrices linking funding streams to identify co-funding, phasing, and sequencing opportunities
Maintains and updates a comprehensive Recovery Master Schedule for major recovery projects and milestones
Maps interdependencies among key programs to identify overlaps, conflicts, and sequencing needs
Identifies and documents coordination touchpoints between county-funded recovery grants and CDBG-DR programs
Coordinates and documents regular meetings between departments, consultants, and partner agencies to ensure program alignment
Develops and maintains shared tools, templates, and guidance for procurement, environmental review, and URA compliance
Supports centralized project tracking and performance dashboards for leadership
Reviews recovery-related procurements for compliance with federal standards
Coordinates environmental review planning and ensures alignment with federal and state requirements
Supports implementation of URA for acquisition and relocation activities
Provides basic compliance guidance and coordinates technical assistance for departments, subrecipients, and contractors
Provides planning and coordination support for the transition of temporary housing units into permanent housing solutions
Works with teams to identify sites, sequencing, and infrastructure needs for housing conversion
Aligns housing strategies with CDBG-DR Action Plan, local policies, and community priorities
Tracks milestones and dependencies related to housing transition and integrates them into coordination plans
Assists in developing and maintaining a Recovery Communications Plan and coordinates logistics for public meetings and community workshops
Supports intergovernmental coordination and manages document control and publication of required notices and reports
Ensures master files for each recovery program include documentation of compliance and financial transactions
Supports quarterly HUD DRGR performance reporting and prepares for internal monitoring and external audits
Assists in closeout readiness for funded and related projects through unified documentation and retention protocols
Participates in after-action reviews and continuous improvement efforts

Required

Bachelor's degree, required; focus in planning, public administration, public policy, emergency management, preferred
Two (2) years of progressively responsible experience in planning, program coordination, grants management, or disaster recovery work, required
Proficiency with Microsoft Office, required
Knowledge of planning principles, disaster recovery frameworks, and public-sector program management
Familiarity with CDBG-DR rules and regulations, 2 CFR Part 200, 24 CFR Part 58, URA, and related federal requirements
Strong analytical and organizational skills, including ability to map interdependencies, design organizational charts, and manage complex schedules
Strong written and verbal communication skills, including ability to prepare clear memos, summaries, diagrams, and presentation materials
Ability to work collaboratively across departments and agencies and to manage competing priorities and deadlines
Ability to work independently and as part of a team

Preferred

focus in planning, public administration, public policy, emergency management
Experience with HUD CDBG-DR/CDBG, FEMA Public Assistance, or other federal or state grant programs, preferred
One (1) to two (2) years prior supervisory experience, preferred
Experience with project management or data visualization tools (e.g., Gantt charts, dashboarding), preferred
