Assistant Director for Human Resources Division

The U.S. Marshals Service is seeking an Assistant Director for the Human Resources Division located in Arlington, VA. This role involves serving as the principal advisor to the Executive Leadership team on human resources management and overseeing various HR programs such as recruitment, employee relations, and performance management.

Responsibilities

Serve as the principal advisor to the Executive Leadership team on all matters involving management of the United States Marshals Service Human Resources programs
Develop, plan, and manage the United States Marshals Service Human Resources programs to include the following: executive services including political and SES program, recruitment, pay administration, merit promotion, performance management, position management and classification, employee relations, labor relations, retirement, employee benefits, personnel action processing, maintenance of official personnel records, leave program, awards program, Work life program, drug and alcohol testing, Employee Assistance Program, Worker's Compensation program, management of an Office of Personnel Management delegated examining unit, payroll, medical program, and grievance program
Formulate policies and prescribes rules, regulations, and procedures governing the execution of the Human Resources programs
Direct and evaluate special studies for the purpose of determining the effectiveness of the United States Marshals Service Human Resources programs
Project annual resource requirements and submits requests/justifications
Represent the United States Marshals Service in meetings and conferences with high ranking government officials, representatives from state and local governments, officials from private and/or public organizations, and the general public

Must Complete a Public Financial Disclosure Report before entering on duty
This is a Designated Random Drug Testing position
Initial appointments to the SES require a one year probationary period
Must be able to obtain and maintain a Top Secret clearance

To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) related to this position within your resume

Demonstrated experience providing strategic, visionary leadership in implementing transformational, large-scale, or complex human resources programs with agency-wide impact, including navigating social and political forces that influence operational programs while maintaining the highest level of customer service
All new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
