Supervisory Acquisition Program Manager Specialist
Air Force Civilian Service (AFCS) is seeking a Full-Time Supervisory Acquisition Program Manager Specialist to work for the Air Force Life Cycle Management Center (AFLCMC) at Hanscom AFB in Massachusetts. The role involves leading and managing acquisition activities, supervising personnel, and representing the program office at various levels within the organization while ensuring effective collaboration across military, civilian, and contractor teams.

Responsibilities
Leads, manages, directs or is responsible for acquisition activities either directly, or in support of DoD funded acquisition efforts
Directs and coordinates the collective efforts of a multi-disciplined staff of military, civilian, and/or contractors assigned to a program including contracting, engineering manufacturing, program control, configuration/data management, test, and logistics
Exercises supervisory personnel management responsibilities at least 25% of the time
Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
Evaluates work performance of subordinates
Gives advice, counsel, or instruction to employees on both work and administrative matters
Interviews candidates for positions; recommends appointment, promotion, or reassignment
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager
Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases
Identifies developmental and training needs of employees, providing or arranging for needed development and training
Finds ways to improve production or increase the quality of the work directed
Develops performance standards
Delivers presentations on acquisition program status, accomplishments, problems/analysis/solutions, requirements for support and promotion of program objectives to senior military officers and civilians in other program offices, or the command and with using supporting commands
Represents the program office at higher levels within the organization and contractor organizations
Establishes, develops, and maintains effective working relationships with other coordinating members, offices, or organizations within the AF or DoD arena and/or with outside organizations or companies to address problems, technical developments, program changes, etc
Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor
Organizes teamwork efforts across the civilian, military, and contractor workforce and may lead to resolving technical, schedule, cost, and supportability issues
Provides advice and assistance to contractors on requirements and policy matters

Must be able to obtain and maintain appropriate Security Clearance (Top Secret/Secret)
Position may be subject to random drug testing
This is an acquisition position and is covered by the Acquisition Professional Development Program
The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act requirements applicable to the duties of the position
Applicant must possess or be able to obtain a Back to Basics (BtB) Advanced certification in Program Management
Previous Acquisition Professional Development Program (APDP) level III certifications are sufficient and will transition to a BtB Advanced certification
This is a Critical Acquisition Position (CAP)
Incumbent may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Nominees must have: Specialized Experience at the GS-13 or NH-03 or equivalent grade or higher in order to be considered for this opportunity
