The Air Force Civilian Service (AFCS) is seeking civilian professionals prepared to deploy war-winning capabilities for the United States Air Force. The Non-Supervisory Acquisition Program Management Specialist will direct and support the activities of a DoD funded acquisition effort, developing strategic plans and managing program execution.

Responsibilities

Knowledge of and experience developing strategic plans to execute critical and complex acquisition programs/projects with enduring impacts on large numbers of people in alignment with organizational goals and objectives
Possess the ability to assess and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work
Makes periodic and comprehensive assessment and evaluation of program goals and objectives, to provide a basis for long-range planning to enhance the organization’s management capabilities
Experience preparing and delivering organizational briefings to convey strategic direction or organizational policies
Advises higher levels of management on acquisition program execution status and other factors of interest
Represents the program office at executive levels within the Government and to contractor/industry representatives
Establishes, develops, and maintains effective working relationships with other coordinating members, offices, or organizations within the AF or DoD arena and/or with outside organizations or companies
Possess the ability to perform Acquisition Program Manager tasks that require the incumbent to develop, implement, and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist

Must be able to obtain and maintain appropriate Security Clearance (Top Secret/Secret)
Position may be subject to random drug testing
This is an acquisition position and is covered by the Acquisition Professional Development Program. The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act requirements applicable to the duties of the position
Applicant must possess or be able to obtain a Back to Basics (BtB) Advanced certification in Program Management
Previous Acquisition Professional Development Program (APDP) level III certifications are sufficient and will transition to a BtB Advanced certification
This is a Critical Acquisition Position (CAP)
Incumbent may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Nominees must have: Specialized Experience at the GS-13 or NH-03 or equivalent grade or higher in order to be considered for this opportunity

Occasional travel - Work may require travel away from the normal duty station, CONUS or OCONUS, via military or commercial aircraft
