Equipment Installation Program Manager (Program Manager 4)
Los Alamos National Laboratory (LANL) is a multidisciplinary research institution engaged in strategic science on behalf of national security. The Equipment Installation Program Manager will oversee the 30-Base Equipment Installation subproject, ensuring effective project management, integration, and execution within the defined scope, schedule, and budget. The role requires collaboration with various teams and strong communication skills to maintain project momentum and stakeholder relationships.

Responsibilities
Managing and reporting to the multi-year project management plan in accordance with LANL's Earned Value Management System (EVMS)
Working closely with project management, project controls, and the broader Integrated Project Team (IPT) in the planning, negotiations, integration, monitoring, reporting, and execution of project plans from initiation to completion within the approved scope, schedule, and budget baseline
Defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk
Balancing scope, resources and priorities, and using software for planning, tracking, and efficiently mobilizing resources to assure scope completion
Managing cost and schedule commitments for moderately complex projects
Cultivating strong teaming culture across all levels of technical and programmatic staff
De-conflicting situations and working with stakeholders to uphold priority of LANL W93/Mk7 schedule needs
Developing and nurturing effective customer relationships
Interacting effectively with all levels of internal personnel; building trust, gaining consensus, and resolving conflicts
Demonstrating strong interpersonal, presentation, and written skills; evidenced by successful relationship building, creating presentations and reports
Working independently or collaborating with others as needed to achieve an objective
Qualification
Required
Expert knowledge of and experience in program management of non-science and non-engineering work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk
Expert knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s)
Expert knowledge and experience to balance scope, resources and priorities, and use software for planning, tracking, and efficiently mobilizing resources to assure scope completion
Successfully demonstrated experience in managing cost and schedule commitments for moderately complex projects
Successfully demonstrated ability to work effectively with and cultivate strong teaming culture across all levels of technical and programmatic staff
Demonstrated ability to de-conflict situations and work with stakeholders to uphold priority of LANL W93/Mk7 schedule needs
Successfully demonstrated experience in developing and nurturing effective customer relationships
Ability to develop and nurture effective internal customer relationships
Ability to interact effectively with all levels of internal personnel; building trust, gaining consensus, and resolving conflicts

Proven record of working independently or collaborating with others as needed to achieve an objective
Position requires a bachelor's degree in a related field from an accredited institution and 12 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation
Must obtain Level 2 CAM certification within 6 months
This position requires a Q clearance
Preferred
Formal project management training or education with the ability to obtain a Project Management Professional certification within 2 years
Knowledge and demonstrated experience in the areas of project management, project controls, as well with DOE O 431.3B (Program/Project Management for Acquisition of Capital Assets)
