Director of Public Housing Operations
Houston Housing Authority is responsible for providing affordable housing solutions. The Director of Public Housing Operations will oversee day-to-day operations, ensuring compliance with regulations and achieving performance standards in public housing programs.

Responsibilities
Provide leadership to departmental Directors and Managers (Asset Management, Compliance, Admission, Client Services, and Security) to ensure their assigned areas meet program, financial, and performance goals
Provide support to staff that demonstrates the pursuit of the achievement of PHAS Management indicators, including relentlessly but not limited to: full occupancy, collection of rents and optimize rental income, completion of quality standard inspections, market conditions (curb appeal and financial stability)
Develop strategic plans and assessments for preparing the department for addressing long-term goals and needs
Organize and monitor workflow within the department to eliminate challenges, prevent delays in actions, enhance internal/external communication, and improve services to stakeholders and achievement of results
Work with the Vice President and subordinate staff to arbitrate personnel issues within the department, provide recommendations on staffing levels, hire and train staff, and counsel and conduct annual performance reviews
Analyze specific problems, advise on solutions, and monitor activities until desired outcomes are achieved
Guide the preparation of annual budgets (operating, program, and capital funds) to ensure accurate and timely completion
Maintain competency of all Public Housing (ACC units) and Affordable Housing (tax credit units) regulations and guidelines, including staying abreast of ongoing legislative changes/updates issued by local, state, and federal entities; to ensure HHA's policies, procedures and forms are compliant
Conduct periodic quality improvement reviews of all departmental components (Asset Management, Compliance, Admission, Client Services, and Security) to confirm accuracy and compliance of reported data and outcomes
Compile statistical data, written narratives, correspondence, and/or presentations, as needed
Anticipate departmental needs and responses by making necessary administrative adjustments to improve operational efficiency and enhance quality control and quality improvements
Establish goals and objectives for department Directors and Managers to ensure staff performances relates to agency goals, standards, and expectations, as desired by the Vice President
Serve as liaison and agency representative for resident councils, community-based groups, non-profit organizations, other governmental agencies, and other external stakeholders
Ensure high-quality customer/client services standards to ensure optimal satisfaction is achieved
Establish and maintain partnerships with private and public entities for leveraging additional resources that expand the HHA's capacity to serve
Conduct research, compile data and prepare special reports and presentations for usage by HHA's management
Demonstrate and apply comprehensive knowledge and understanding of HHA policies/processes, program compliance to ensure all tasks completed by the department meets the agency's expectations
Prepare and/or review correspondences, documents, reports, contracts, and internal documents before submission to the Vice President
Create and manage departmental committees for utilizing a team approach in completing projects/tasks
When directed, serve as a departmental representative for internal committees established by the HHA, including participating in committee positions related to quasi-agency affiliations
Meet with resident council leaders to convey agency policies, discuss problems, implement solutions to issues and clarify terms reflected in the Memorandum of Understanding
Create and manage written Memorandum of Understandings/Agreements with Resident Councils and other partners to maintain positive collaborations
Facilitate staff training and meetings with staff to ensure open and positive communication within the department, including receptive to team members' ideas and suggestions
Provide support and guidance to departmental staff to ensure performance indicators, contractual obligations, grant milestones, and agency goals are achieved promptly
Identify and pursue new funding sources and opportunities supporting HHA's missions and goals
Provide departmental direction and guidance in the absence of the Vice President
Provide administrative support and leadership as necessary to ensure timely completion of obligations/tasks received from intra-agency and external entities
Oversee the department's direct and indirect procurement of goods and services to ensure compliance with HHA policies and procedures, including routine, non-routine, capital-related, and emergency requests
Act as the department's liaison with other HHA departments (IT, Policy, Human Resources, Legal, Finance, REID, Purchasing, etc.) to coordinate completion of requests/special assignments, along with compliance with all processes, procedures, and internal expectations
Establish and maintain contacts and relationships with community partners and facilitate service coordination
Maintain accurate and up-to-date data and files on participant services and activities; create reports from the MIS database
Participate in agency-sponsored training
Occasional local and out-of-state travel
Perform other duties as required
Qualification
Required
A Bachelor degree is required in Public Administration, Business Administration, Finance, Management, or related fields
A minimum of fifteen years of progressive supervisory experience and/or administrative experience in a public housing agency or a non-profit housing organization is required
Ten years experience in fund development with demonstrated success securing a minimum of $5,000,000
Ten years' experience creating and maintaining formal collaborative relationships with private and public partners
Bondable
Valid Texas driver's license
Eligibility for Houston Housing Authority fleet auto insurance
Preferred
A Master's degree in Public or Business Administration is preferred
Certification in Certified Property Manager (CPM), Housing Credit Certified Professional (HCCP), or Public Housing Manager designation preferred
