Operations and Policy Analyst 2 - CJIS Analyst

The Oregon Youth Authority (OYA) is seeking an experienced and analytical Operations & Policy Analyst 2 to serve as a Criminal Justice Information Systems (CJIS) Analyst within its Information Systems Department. The role involves supporting the implementation and continuous improvement of the Juvenile Justice Information System (JJIS) and other CJIS data systems, ensuring compliance with laws and regulations while collaborating with various teams to analyze policy and operational needs.

Responsibilities

Support the implementation, administration, and continuous improvement of the Juvenile Justice Information System (JJIS) and other CJIS data systems
Collaborate with the Information Services team, policy and research analysts, business analysts, program area managers, and leadership to identify and analyze policy, operational, and system needs
Develop and maintain standard operating procedures, training materials, and policy guidance
Research and interpret state, federal, and case law
Evaluate equity impacts
Serve as a subject matter expert on CJIS compliance
Translate complex technical data into clear, actionable information for diverse internal and external audiences while fostering operational excellence and regulatory compliance across the agency

Required

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification
This position requires ability to get and maintain CJIS certification within 3 months of appointment

Preferred

Current CJIS certification
Experience serving as a subject matter resource on complex data systems, policies, and compliance requirements, and providing guidance to leadership and stakeholders to ensure regulatory and operational goals are met
Ability to collaborate effectively with cross-functional teams, including technical specialists, policy and research analysts, and program leadership, to align system capabilities with operational and policy objectives
Experience serving as a CJIS policy and administrative expert establishing compliance with regulations of CJIS data
Experience researching laws, policies, programs, and research related to CJIS impact including equity-based impacts
Experience developing materials including operating manuals, training materials, and policy guidance
Experience preparing and presenting complex technical or policy-related information and data to diverse audiences, adapting content and delivery to meet the needs of stakeholders with varying levels of expertise
