Responsibilities

Lead procurement, contracting, and support service activities for large-scale Alternative Delivery Contracts
Develop and implement a comprehensive Procurement Plan aligned with client and agency expectations
Collaborate with client executive management to ensure procurement meets operational needs
Engage contractors in pre-award activities including evaluation, negotiation, and feedback
Conduct competitive bidding processes including RFQs, RFPs, public notices, bidder panels, and award recommendations
Manage contract modifications and ensure compliance with scope, budget, and schedule
Supervise procurement staff and oversee contractor, subconsultant, and vendor performance
Identify and mitigate procurement-related risks and delays
Ensure adherence to Federal Railroad Administration (FRA) and Federal Transit Administration (FTA) regulations

Required

BA/BS + 10 YORE or demonstrated equivalency of experience and/or education, including 2 years of leadership

Preferred

15 years of construction procurement and management experience
Strong understanding of commuter rail transit operator requirements and Federal Railroad Administration and Federal Transit Administration regulatory requirements
Experience with overhead electrified commuter rail transit operations and maintenance requirements including asset lifecycle costs
